The FCC uses over the air ratings to determine significantly viewed status, and this was a system created over 40 years ago. Obviously over the air viewership is much lower than it was 40+ years ago, so this is not so much of a good way to determine significantly viewed status. NBC Boston operates a low powered station and broadcasts their signal from two other channels, so their over the air range is pretty patchwork. Might need to bump up to an attic antenna to pull them in.
Our best hope is that the FCC allows orphan counties to carry in-state signals on cable.
In Vermont, the two counties that aren't in the Burlington market carry the Burlington stations on DirecTV.
That was due to a law signed in the Vermont House or Senate (forget which one) forcing satellite to give VT subs both VT locals and their "nielsen defined" locals
Its the same with WMUR 9 (Manchester, NH). On all pay platforms WMUR is carried to all NH residents regardless of DMA. (right now WMUR is off of Directv due to the Hearst dispoute)![]()

Carries CBS Mankato, the Big Three from Sioux Falls (NBC Sioux Falls is HD only!), and KWCM/KSMN in HD alongside the Big Four, CW, MNT, and KSTC from the Twin Cities. SD adds KTCA and FOX from both Mankato and Sioux Falls.

Unless the lineup has indeed changed, or it's an error, if you look closely at that lineup, there are two channels listed for 96, 97, and 99:
96: Oxygen and KSFY-HD
97: CNBC and KEYC-HD
99: QVC and KDLT-HD
Unless the HD feeds and subchannels have QAM channel numbers (e.g., maybe Oxygen is 96-1 while KSFY-HD is 96-2; CNBC 97-1 and KEYC 97-2, etc.).
You can do that through state law? I thought for sure that'd be something that would have to be done federally. Is this only for satellite or cable?

I don't know. The CTV translator setup (owned by the rural co-ops around there) have been around for 25 years and they have carried Minneapolis stations the whole time. Windom is 20 miles from the Jackson towers and 30 from the Godahl (St James) towers. What is interesting is Godahl is in Brown county which is the Mankato DMA. The 3 cities where the towers are (Frost being the other) all surround the Mankato market.Windom would likely have been in the Mankato DMA if it had more stations IMO
Charter in Alpena, MI does not carry WBKB-DT3 ABC (in market) in HD. They do carry the FOX subchannel in HD (WBKB-DT2)
OTA both ABC & FOX are in SD (CBS main)
Ironically they carry BOTH FOX Alpena (WBKB-DT2) and FOX Traverse City/Cadillac (WFQX) in HD

It also has NBC Traverse City in HD.
Odd that the Pittsfield system doesn't carry WGGB-TV (ABC) channel 40 of Springfield. As for in-market ABC, I guess they could carry WCDC-TV channel 19 from Adams, MA if the connection with WTEN-TV fails.![]()
