I don't know about NBC but I can't recall WXLV in the Winston-Salem NC area pre-empting anything on ABC. WSOC-TV in Charlotte has always been bad about airing shows such as "9 Investigates", "Health Digest", High School Football previews, Prepare for severe weather, and "Gimme the Mike Charlotte" (local "American idol" type show).
KNDO/KNDU has been preempting the 2nd run of Millionaire this week at 11:30am (which is NEW). Monday they aired the fall preview special and now today they are running some preempted E/I show. Oh and by the way, no make-good for the 2nd run. While E/I needs to be made-good per FCC rules due to sports, the fall preview special didn't need to air...since they have cleared it on at least one weekend.
Hurricane Irma coverage yesterday preempted Wake Up Northwest...to their Facebook page! Nah, they couldn't have just put the local morning show on SWX...

Now KNDO's 11:30am Millionaire preempted for a LifeLock infomercial today. The TV listings say otherwise.
Regular programming on The BIG 4 was pre-empted this morning for 45's speech to The U.N.
Yes, that would be annoying, and disappointing, but certainly not inexplicable or confusing. To quote Tom Cruise, "Show me the money!"
And his speech proved worthy of the pre-emption. The president has now directly threatened another nation with annihilation. I'd call that news of Big 4 significance.
This is another case of a pre-emption perhaps not being inexplicable, but inexcusable.
It's quite "excusable." They're running a business.
