Nielsen figured out one of the fake translators: KFNC-F2

We have discovered that encoders Nielsen assigned to KFNC-F2 were being exclusively used on an FM translator broadcasting on 92.5 FM in the Houston Metro. Nielsen was unaware of this change that occurred on or about November 2022. Users of Houston Radio Market Reports from November 2022 through June 2023 should be aware that estimates labeled with the callsign “KFNC-F2” reflected tuning to this 92.5 FM translator, and not a host HD station.

Per Nielsen’s PPM Encoding Policy, translators, boosters, and repeaters are not eligible to be separately encoded and must have a host station. As a result, Nielsen has removed KFNC-F2 from reporting starting with the July 2023 Houston Radio Market Report that will release on Monday, August 07, 2023.

Somebody with good contacts with Nielsen let them know this had been going on "forever".

That AM is running a brand new technology that allows it to have an HD2 that can be used to feed another translator with separate programming. The same magical HD radio that can receive KFNC-HD2 can also receive the HD2 of AM stations

You still have the issue of whether the owner of K223CW is being paid to run the non-existent KFNC HD-2, which isn't allowed outside the primary commercial station's coverage area...:unsure: KFNC itself airs somewhat humorous promos talking about the costs involved with running two frequencies...😖

Maybe Sara is doing Gow a favor, because Gow is protesting a translator owned by her ex Hector. They hate each other.

All digital AM HD can actually allow for an HD2. WWFD was testing it but apparently new radios have to come out to decode that and the FCC doesn't want it used for translators.

The FCC didn’t even want FM HD to feed translators but several stations did so before the FCC even noticed. Similar to the Franken FM decision, they allowed translators to be fed by HD2’s because there was nothing prohibiting that.

This is just a proposal for rulemaking. That means, "let's study it, order some reports and research, open it for discussion and... " This is not a fait acomplit; it's an idea deemed worthy of study.

We should follow this, but not jump to conclusions as the likelihood of it becoming reality is minimal. Most of the Commission's time is spent on telecoms, TV and related spectrum usage like satellites and such. Radio is becoming an afterthought, only considered because of its still important political influence as a mass medium.

Just as bad are translators that aren’t fed by an actual station that can even reach them. We have several translators in the Beaumont area that allegedly are fed by KHCB when it can’t be picked up in this area.

That is correct. HD2 on AM is theoretically possible, at least if the analog transmitter is turned off. Other than as a test, the FCC has never allowed it. I believe Urban One tried to do that in Indianapolis and was going to use two translators for each digital AM on 1310 there. The FCC ultimately said no.
