House Seeks to Defund CPB

This is an example of the kind of funding done by CPB that would be canceled if the house defunds CPB.


Because the house hasn't finished its appropriations bills, it appears they will instead pass a continuing resolution to fund the government through December.

 
Some think it's not necessary for the house or congress to defund CPB. Apparently the president believes he can do it with something called "impoundment." That would be withholding federal funds that have already been appropriated by congress:


CPB funding is done two years in advance in order to keep politics out of the appropriation. But if he impounds the funding, he can stop the 2025 appropriation from being delivered. Of course that sets up a huge constitutional fight over the power of congress. It would eliminate the need for lobbyists completely. Why lobby congress if they no longer have any control over federal funding? So this is likely to be the approach next year.

Hmmm. Take a look at the CPB financial statement for 2023. Almost all of its revenue is either from the federal appropriation or the Dept of Education:


The main purpose of CPB is to distribute the federal appropriation. If that goes away, there's not much purpose.
 
If CPB funding was cut back or eliminated it would decimate stations like mine, that despite what a lifeline we are to many, operate pretty lean already. We are the only local source of info for 1200 people, some who dont have or dont want internet. one old timer in my village doesnt have a computer, doesnt want one, doesnt have internet... doesnt have a smartphone, doesnt want one.. has a flip phone simply for communicating when he flies into the city

Impoundment was found to be unconstitutional by the Supreme Court after Richard Nixon attempted to use it in the 70's. I'm not sure what Trump's angle would be here in trying to use it again. Perhaps he feels the mix on the court has shifted to where they might reverse themselves. Overall government spending has sure gone off the rails since the Court started finding things like impoundment and a line item veto to be unconstitutional.

She says it very well. This isn't about NPR funding. It's about defunding of local radio.

Most people in congress who will vote on this likely have no idea of what she's talking about.

That (ignorance) has always been my problem with the jury system, too. All too often, one or several seated on the "jury of one's peers" are not peers of the defendant at all. They're inferiors, too thick to fully understand the case and who often get the verdict wrong -- or cause mistrials by clinging to the wrong opinion in the face of evidence everyone else comprehends.
 
House has a new bill aimed at defunding NPR. Only one problem: Congress doesn't fund NPR. It funds CPB:


Congress needs to focus on how this system works. CPB is supposed to keep politics out of public broadcasting. To do that, congress should be talking to CPB.

The federal government doesn’t provide any funding to NPR directly. Instead, it provides about $535 million per year to the Corporation for Public Broadcasting, which in turn distributes it to local public radio and TV stations. They then use some of that money to access the public media networks’ programming.

Stations buy programming from lots of sources. NPR is one of them.
 
The House seems ready to pass another continuing resolution that would continue funding at current levels through September 30:


If it does what the speaker says, that would mean CPB funding would also continue through September, barring any separate legislation. There are two other bills aimed specifically at CPB, and Musk hasn't gotten to their building yet.

Technically CPB is advance-funded for all of 2025.
 

A New York State Senator is proposing that pubic media that operate in New York State would get a tax credit if approved. This affects the local affiliates of NPR and PBS that operate in the State of New York like WYNC, WNET, WNED, WPBS-TV, WMHT-TV
A New York state senator has filed a bill to allow public television and radio stations to claim an existing tax credit for newspapers and broadcasters.

Democratic Sen. Brad Hoylman-Sigal sponsored the bill. A 2023 bill he also sponsored created a payroll tax credit for journalist compensation, with a limit on the credit of up to $12,500 of a journalist’s pay per quarter or $50,000 annually.

This year’s bill, which also includes “not-for-profit corporations,” adds that if a public media station doesn’t have tax for the credit to offset, the excess amount will be treated as a tax overpayment that can be credited or refunded.

Hoylman-Sigal also aims to get $8 million in additional funds for New York’s public radio stations included in the final budget, according to his office.
