As posted above, when an FM broadcast station transmits RDS on analog FM and IBOC (HD FM) will receivers get CT (Clock Time) immediately (Before The Lock On IBOC?)

That is very helpful to know. So, when I am tuning around and detect RDS, I can look for a minute, but if no CT is present, it isn't coming.
