What is it with the video of “The Chris Matthews Show” (on WCVB now)?
It looks like you are looking through a camera aimed at a TV screen of a talk show airing.
Is this the product of an unusually slow scan or bit rate?
 
I believe the intent is to give viewers a thrill up their retina. ;D
