106.3 translator up and running. Iheart country road on for now

The Wednesday 5/11/11 format carousel takes a spin on "Slow Jams - Smooth Blend Of The best R&B Love Songs" (Urban AC).

One of the drop-in liners (by mistake? left over from over a week ago?) mentioned that "a new radio station comes to New York tomorrow" (Thu. 5/12/11), whereas the rest of the liners have mentioned May 18 (Wed.), as it's been for the last few days. We'll see on Thu. morning 5/12/11.

The format wheel for Thursday 5/12/11 takes a whirl on "Real Oldies - Rock And Roll's Greatest Hits".

We'll see if this stays in place for the day while awaiting the permanent format on May 18 or if something permanent develops sooner (as first announced on-air for May 12, but then amended in later announcements to May 18, then a confusing mix of both announcements on May 11).

Translator is off as of 1025am. Still running real oldies on WLTW HD2 however. Wonder if today is infact the day we get a new radio station. Something is going on. Has been off for awhile now.

You know, to be fair about this issue Press has with the 106.3 translator, if WFAF and WHCY find no harm in it, why should WKMK? Besides, in Northwestern Essex, you can pull in MAX more than Thunder, and also hear Streetz bleeding through from 106.5.

Look, we can complain on and on about stations that can't be heard because of other more powerful stations. I would have liked to hear 102.7 in Atlantic City (when it was an Alternative station, and used the WJSE calls), but couldn't because of the strength of the WNEW signal. Ditto for 96.1 WTTH in AC as well, but 95.9 WRAT kept that from happening. The fact is that WKMK is a Monmouth/Ocean station, and this translator serves New York City and surrounding areas. It's that simple. Press Communications can hem and haw all they want, but that's just the nature of the business. If there's any justice, this endeavor will be a losing proposition for them.

Because listeners of WKMK have been complaining. Apparently WHCY and WFAF don't reach enough listeners that are affected by the translator so there is not enough listener outrage to complain. Or maybe it's just a matter of time before WHCY or WFAF do complain.

Is Clear Channel pretty much responsible for it with Apple 107.1 serving as a front organization? Or is it a truly independent owner who managed to get it done on his own and then negotiated a lease deal with Clear Channel?

WKMK is reporting that the translator has "suspended" operation.
It is apparently not dead in the water though as WKMK will meet with the NYC broadcaster to find a solution.

It boggles my mind how WKMK is so concerned about this 99 watt translator which doesn't affect their protected contour and yet there are pirates abound which do more damage than the translator.

If the FCC yanks the license of the translator, it will shut down. If the FCC raids a pirate, it will come back the next day with a stronger signal. The FCC can order a licensed station off the air immediately, but it takes years to shut down a pirate.

For Friday the 13th, the format of the day on 106.7 HD2 is "The Classic Rock Channel - The Best Classic Rock Ever Made". This is the format that plays overnights on Q104.3 (WAXQ New York), voicetracked by Doc Reno. Doc's voice (& others) have been removed from the WLTW-HD2 New York feed.

I could never get this 106.3 signal in Greenwich because of the neighboring 106.3 WFAF but I listen to the q-104.3 HD-2 signal with no interference in Old Greenwich now they must have been able to increase the power on the IBOC.

While the translator is off the air and negotiations continue between Apple 107.1 (the translator owner), Press Communications (owner of Thunder Country) and Clear Channel Communications (owner of WLTW), the WLTW-HD2 formats will likely rotate amongst the multiple iheartradio national formats, plus the occasional "Classic Lite" New York feed thrown in.

This is what I'm wondering about. Does WKMK have any authority to get a translator removed that's outside its 60 dBu coverage area, even if people are listening outside that zone? That doesn't seem right. Radios these days can be quite sensitive and allow reception of unencumbered signals far from their "protected contours".

I know full power stations have more authority/power over translators and LPFMs, but at some point their signal stops becoming legally relevant even if it's still "listenable". The way I figure it, unless there's some documented evidence of the translator ruining reception in the Sandy Hook National Park, then WKMK doesn't have a valid claim.

I had provided quotes from the relevant F.C.C. regs. in some of the related threads. They indicate that since conventional stations have priority over translators, the latter cannot operate if there are a significant amount of complaints of interference.from listeners of the former. The rules do not state that the complaints have to be for interference within a specified area.
The website RadioInsight indicates the best solution may be for the translator to ultimately switch to another frequency. Apparently if the translator cannot mitigate the interference complaints on 106.3 FM, there is precedent for the F.C.C. entertaining an application for a waiver for it to change to a totally different frequency. There may be a spot on the dial where there would be fewer interference issues, and the translator could operate in harmony with other stations.

It's easier for Thunder to shut down a translator since they will shut down if their license is yanked by the FCC. Pirates won't shut down. Hopefully this also brings attention to the pirates that affect WKMK's signal.

We had a translator here out in Lorain (west of Cleveland) that was trying to move closer to Cleveland.

The move was rejected by the FCC because of letters sent in by talk WNIR/100.1 Kent ("The Talk of Akron"), which would have been second-adjacent to the translator at 100.3.

WNIR actively solicited listeners in the area near the translator, and it's these letters that caused the FCC to reject its move, citing potential interference to WNIR's signal in its 60 dbU contour.

Now, the question...is (was) the NYC translator causing interference WITHIN WKMK's 60?

The W262BN/100.3 Lorain translator is making it to the immediate Cleveland area soon, at 99.1 (currently W259BI, that'll change, too)...but instead of trying to move it in place at 100.3, Clear Channel - who bought the translator - "took the hit on paper" by temporarily moving it (also on paper, save for enough operation to cover the CP) to 99.7, first adjacent to the company's country powerhouse, WGAR/99.5.
