740 KBRT stronger again a couple miles south of El Cajon…

I was just tuning across the dial on my PL-398mp, and noticed 740 KBRT seems to be back to the strength they were on Catalina. I thought they were getting rid of that site, hence the move to a bit southwest of I-15 & CA-91. Did they for some reason turn the Catalina transmitter back on, or have they tweaked their signal to the south from the new site?
 
Just read on the Crawford Broadcasting engineering monthly newsletter due to a problem at the new site they were forced to go back to the island site on the day you listened.
 
Using polyester tower rope instead of steel cables would have prevented the arced insulator incident.However, at Oak Flat, the fire risk there is high, no choice but steel cables.
