91.9 MHz around North Broadway and Olentangy River Road area

What is the origin of the signal at 91.9MHz around the North Broadway & Olentangy River Road intersection area?

I heard it in the evening of 12/23 and again in the evening of 12/26. It does not seem to be a distant station.
 
Columbus's 17th country station on the way?

Seriously, I also wonder what's going on. Maybe someone saw that movie and decided Columbus needed its first pirate station?
 
The Muslim ? I think programmed station has been on the air in that area for years... they where on 91.7 before WHKC signed on at 91.5 then moved up to 91.9 FM.. The only time I heard them off air was during the big wind storm of 2008 that saw 500,000 + Central Ohioians without power.
