95.5 WSB fm signal is being completely covered up here in west GA...

Correct.

WSBB-FM has not been running HD (IBOC) since they went News/Talk, and turned off the stereo.
 
WSBB-FM is not as strong a signal in Atlanta proper as 106.7, but sounds better. There is less static. The voices are clear and have a nice "true voice" sound... especially those voices that are live from the WSB studios. The only voice-FM station that sounds better or is equal in sound is WABE.

Turning off the IBOC and stereo pilot goes a long ways in making the static go away.
 
106.7 appears to have IBOC on. Turning the stereo off has more positive influence vs turning IBOC off.
 
Well, the engineers for the Cox Atlanta radio cluster are top notch. Their stations always seem to have the best sound that is possible with the signal they have to work with.
 
Might be the radio you're using. Some radios have 200 KHz IF filters. This means they're wider than the broadcaster is. This is not a problem in non-congested markets where there is no adjacent or near adjacent station.
Since the broadcaster is only 150 KHz wide (+ and - 75KHz.), it makes since that the receiver be this wide also. From what I can determine, only high end tuners have this specification. Also some FM enthusiasts have modified wide receivers by replacing the filters.
They're less than a dollar a piece and FM tuners typicaly have 2 to 4. If you a DXer you might want to look into this. Do a search on FM ceramic IF filters. Good luck.
 
Some of the tuners I use are: McIntosh MR78 (modded), MR85 new, Carver TX-11B, Sony XDR-F1HD (digital HD). None of these bad boys can solve this problem.
