A couple of analog stations are still broadcasting

From my home in North Jersey, I can still pick up about 3 different UHF analog signals, on channels 42, 46, and 60. 42 & 46 are religious, and 60 is the shopping channel. I am guessing all 3 are LPTV stations, Are the low powered TV stations somehow exempt from turning their transmitters off?
 
Yes and yes. The LPTV's are exempt from the switchover indefinitely (i.e. no switchoff has been set for them).

Despite that, some of the LPTV stations flash-cut to digital with the recent full-power analog switchover, including 34 (CV Network) and 39 (Azteca America).

Analogs that remain on the air in NYC for now include 17, 26, 32, 35, 42, 46 and 60.

Then, of course, there is WNYZ-LP on Channel 6, which we all know as Pulse 87. They apparently have flash-cut to digital on the TV side but continue broadcasting their analog FM signal as well.
