The term used for the agreement which is comparable to an LMA is "US Sales Rights." In Mexico, the company that sells for a station generally also provides programming and support services.
While non of these agreements are public, it is likely that Saul just pays the equivalent of rental and does what he wants. The licensee makes neither more nor less if he changes foremats.
