I think you might be right. What you've described is definitrely the norm in northern Finland, northern sweden, Iceland, and of course places like Sibera.
 
Have been listening it for the last hour - what a great station! This is the first time I have listened to a European dance station and I am impressed. Quality is excellent - station ID's need translating, but other than that, kudos to them! I will be listening more often!
