The above article lists the markets, at least so far, that will carry the new show. It only mentions the Tribune, CBS, and Local TV LLC stations; Tribune will have priority over CBS in common markets (NYC, LA, Sacramento, DFW, etc.)

Will these stations be replacing successful news and sitcom blocks with an early 90s has-been? Will this be a consistent time slot?

WQAD-DT3 (aka WBQD-26) yes, but not WHO because of their NBC affiliation and they wouldn't have a place for the show, likewise with WREG/Memphis.

Indications in Des Moines point to "Hall" going to either KDSM (which has a partnership with WHO due to its 9PM newscast), KDMI or KCWI, while in Memphis it'll end up on either Fox-owned WHBQ or WLMT.
 
This show looks to be novelty at first. THEN, A is gonna have to sell it, there is a lot of
competition, big competition in latenight. We've already got a McDonalds, Wendys, Burger
King, Subway and Arbys..................only the Krystal/White Castle crowd is left for A.

That was my mistake; it'll be on all Tribune-owned stations.

On WJW here, an 11 PM (ET) start would displace one of two airings of the off-net sitcom "The Big Bang Theory". The slot after "Fox 8 News" was long held by "Seinfeld", which got pushed to 11:30...and an hour-long "Arsenio" will push it again ("TMZ" is at midnight now). "BBT" also airs at 7:30 PM, after the station's 7 PM newscast.

The original "Arsenio Hall Show" aired on WJW for much of its run...at the time, Channel 8 was the long-time CBS affiliate. The show got pushed to Fox affiliate WOIO/19 for its last couple of years, and of course, 8 and 19 flipped networks not long after Arsenio's original reign ended ("Fox 8" and "Cleveland's CBS 19").

The interesting thing is that KCPQ used to be the Arsenio Hall affilate in the early '90s. Then it moved to KIRO after Letterman until he ended in 1994.
