    • K04QP-D Casas Adobes
    • K20FO Sierra Vista (including digital flash cut construction permit K28OY-D)

Construction Permits and Special Temporary Authorizations (STAs) Granted

  • KGRQ-LD 29.x (21) Gila River Indian Community (Gila River Telecommunications Inc.) requested and has been granted an extension of its STA to operate at lower power. Although the station is authorized for 15 kW, it has been operating at 4.5 kW, due to tower limitations. With federal repack funding being made available to low power stations, Gila River Telecommunications plans to reinforce the tower so that it can handle a station running at 15 kW. Technical specifications: Ch 21; TL 33° 0' 7" N, 111° 40' 28" W (Sacaton Peak); ERP 4.5 kW directional; HAAT 416 m.
  • K23HB Flagstaff (Prism Broadcasting Network Inc.) has been granted a construction permit to flash cut to digital on its current channel. Technical specifications: Ch 23; TL 35° 14' 28" N, 111° 36' 38" W (TV Hill); ERP 1.5 kW directional; HAAT 542 m.
  • K34QG-D Buckeye (Fiberlessnet Inc.) has been granted a major modification to a construction permit granted in 2010. Although the station's community of license is Buckeye, the proposed transmit location is actually about 55 miles west of Buckeye, in LaPaz County. One complication is that the company Fiberlessnet doesn't seem to exist any longer. Technical specifications: Ch 34; TL 33° 30' 3" N, 113° 27' 50" W (Harquahala Valley); ERP 15 kW; HAAT 365 m.
  • K34QH-D Wellton (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 34; TL 32° 41' 38" N, 114° 0' 50" W (East Mohawk Canal Rd. @ County 9th Street alignment); ERP 2 kW; HAAT 28 m.
  • K35OW-D Parker (Landover 2 LLC) has been granted an original construction permit. Technical specifications: Ch 35; TL 33° 40' 4" N, 114° 3' 34" W (Guadalupe Mtn.); ERP 1 kW directional; HAAT 317 m.

Construction Permits and STAs Requested

  • KDOS-LD 29.x Globe (KTVW License Partnership GP) has requested a minor modification of its license, seeking to change channels. It was listed by the FCC as a displaced channel due to the post-repack assignment of Telemundo-owned KTAZ Phoenix, but Univision thought that the interference could be resolved by a change of antenna. KTAZ has objected to the use of RF channel 29, even with the new antenna, claiming it causes impermissible interference, so KDOS-LD is displaced. Technical specifications: Ch 19; TL 33° 17' 21" N, 110° 49' 47" W (Pinal Mountain); ERP 12 kW directional (2° electrical/1° mechanical beam tilt); HAAT 1000 m.
  • KTVP-LD 22.x (23) Phoenix (HC2 LPTV Holdings Inc.) has requested a six-month extension of its Silence STA. The station was displaced by KPDF-CD in the repack and has requested to change to RF channel 23, which is co-channel with KVOA 4.x Tucson. HC2 claims that all necessary equipment has either been installed, or is on-site, and that the station will be back on air well in advance of October 25, which is one year after the station went dark.
  • K16FB-D Globe (Unimas Partnership of Phoenix LLC) has requested a minor modification of its license, seeking to change channels. It was listed by the FCC as a displaced channel due to the post-repack assignment of Telemundo-owned KHRR Tucson, but Univision thought that the interference could be resolved by a change of antenna. KHRR has objected to the use of RF channel 16, even with the new antenna, claiming it causes impermissible interference, so K16FB-D is displaced. Technical specifications: Ch 18; TL 33° 17' 21" N, 110° 49' 47" W (Pinal Mountain); ERP 10 kW directional (2° electrical/1° mechanical beam tilt); HAAT 1001 m.
  • K19JT-D Gila River Indian Community (Gila River Telecommunications Inc.) has requested a minor modification to its original construction permit, to specify the South Mountain antenna farm as its transmit location instead of the Lone Butte site at the Gila River Telecommunications headquarters. The new location would cause interference to co-channel KGRY-LD, but since the stations are co-owned, Gila River Telecommunications would accept the interference. Technical specifications: Ch 19; TL 33° 19' 57' N, 112° 4' 0" W (South Mountain); ERP 15 kW directional (0.5° electrical beam tilt); HAAT 480 m.
  • K28MO-D Gila River Indian Community (Gila River Telecommunications Inc.) has requested a minor modification to its original construction permit, to specify the South Mountain antenna farm as its transmit location instead of the Maricopa Village site. The new location would cause interference to co-channel KCOS-LP, and the applicant has noted that the station's license expired in 2014 and has not been renewed. That is incorrect, as the FCC database shows that the license for an analog station has been renewed, however, the application to flash cut to digital was dismissed (for interference to K28MO-D) and not refiled. The applicant also states that KCOS-LP is not currently broadcasting and that its license be canceled. Were the KCOS-LP license expired, there would be no need to cancel it, but Gila River correctly states that KCOS-LP is not broadcasting. KCOS-LP has not broadcast in nearly ten years, in violation of the terms of license, and so, the license should be canceled, whether or not K28MO-D's modification is granted. Technical specifications: Ch 28; TL 33° 19' 57' N, 112° 4' 0" W (South Mountain); ERP 15 kW directional (0.5° electrical beam tilt); HAAT 480 m.
  • K30MM-D Gila River Indian Community (Globe LPTV LLC) has requested a minor modification to its original construction permit, to specify a new antenna pattern. Technical specifications: Ch 30; TL 33° 19' 57' N, 112° 4' 0" W (South Mountain); ERP 15 kW directional; HAAT 480 m.
  • K47OC-D Las Vegas NV (Digital Networks-Southwest LLC) has requested a minor modification to its construction permit, to specify a new channel and transmit location. The station is displaced on channel 47, and is located in Searchlight NV, but is attempting to relocate to Las Vegas. The modification would put the station on a high-VHF channel at maximum power, located at an established communications site east of Primm NV, which is within 30 miles of the Arden Peak antenna farm. Technical specifications: Ch 12; TL 35° 37' 41" N, 115° 16' 27" W (approx. 10 mi. E of Primm NV); ERP 3 kW directional; HAAT 330 m.

Looks like that Canal 38.5 is carcredit.tv, Spanish-language infomercials trying to get people into cars - and car loans. Looks local.

Very curious what Gila River is gonna do with two channels at South Mountain. Perhaps they'll sell one and keep the other. Also, good on them for getting on the FCC's butt in re: KCOS.

At this point, all the Aracelis Ortiz licenses should be canceled. I'm sure channel 11 Carrizo Springs TX isn't operating, and the two LPTVs on 46 and 50 in Raymondville can't exist now.

.... Carcredit.TV? Really? The station is actually wasting an entire sub-channel on that? I guess they want to corner the ad market on used car lots.

It's no wonder why it isn't taken seriously by some of their viewers. At this point, the only thing that the owner can hope for is a clue-- because he clearly doesn't have one. Embarrassing indeed.

You know, things usually get better over time. 38.3 "IZ Videos" was a nice alternative to VH1 Classic when they started. Now it's a mish-mash mess of genres thrown together. I know that owning a TV station (albeit low-power) gives Mr. Quinones a sense of pride, but at least do something useful with it.

Oh, I agree ES there's definitely a place for LPTV. Its importance should never be dismissed or ignored.

About 38.3, does it still air those embarrassing You Tube downloaded "flashmob" videos? Various genres of music are fine, but flashmob videos? Give me a break.

Does anybody really believe that record labels would provide those "videos" to an OTA music channel? As far as I'm concerned, that's just desperation (if not laziness) to take up airtime. Frankly, I find that pathetic.

Your 100% spot-on that Quinones needs to do "something useful" with the platform he has. "Owning" it is one thing, but putting much-needed work into it is something else entirely---- in my view.

As it appears, I agree with those who say the station is merely a low-powered billboard for Pitic. Which is exactly what they intended it to be, in my opinion.

I saw a few minutes of this over the weekend. Quinones and co. should just submit their new Used Car Lot sub-channel to the Cartoon Network or Sy-Fy Channel. This is just plain embarrassing, and that's being kind.

Unfortunately, it's "programs" like this one that reinforces the unfair stigma that LPTV can't shake off. Low-powered does NOT have to mean low quality--- or lowering the bar in this case--- the way this channel does regularly. Unreal.

It looks like IZ Videos is no longer on-air. There was a white screen, meaning the tape stopped rolling! 38.3 is now called.... Alpha MF? Really? WTF??

I won't mince words. This "station" should really just put itself out of its misery. There's now a 24-hour pot dispensary channel (38.2) as well. No, I'm not kidding about that.

It's clear that neither Quinones or so-called "executive producer" Herrera have the ambition or business acumen to create a quality broadcasting station. They do minimum work to merely keep the lights on, and expect maximum profit? Some business model, eh?

The fact that IZ Vids lasted ten years should've been obvious that there was still interest in it. It's fair to say it was likely the most "popular" channel in their history, which should have been incentive to make it better every year. That never happened. :(

From my observation, their ill-advised and outdated objective was simple: push play, pimp Pitic (restaurant)--- ad nauseum. Objective accomplished. :D

I guess Quinones and Herrera are content with staying below tier one, which is tough to do. But I digress.
