Arizona TV Station Update - August 2021 (Part 1 of 2)

New Licenses

  • KGRY-LD 29.x (28) Gila River Indian Community (Gila River Telecommunications Inc.) requested and has been granted a license to cover its original construction permit. Although the station's stated intent was to operate in NextGen format, KGRY is operating as an ATSC 1.0 station. Technical specifications: Ch 28; TL 33° 19' 57" N, 112° 3' 57" W (South Mtn.); ERP 15 kW (DA CP 1.2° EBT); HAAT 475 m (1558 ft).
  • KKAX-LD 36.x Hilltop (Tri-State Broadcasting LLC) has requested a license to cover its flash cut to digital. The station serves Kingman and surrounding area. Technical specifications: Ch 36; TL 35° 4' 53" N, 113° 54' 17" W (Hualapai Peak); ERP 0.022 kW (DA HP 1.75° EBT); HAAT 1063 m (3487 ft).

Programming Changes

  • KDVD-LD 50.x (25) Globe (Globe LPTV LLC) has replaced infomercials on channel 50.8 with BizTV, which airs business-related programming.

Transactions

  • Allen Media Broadcasting Evansville III has consummated its purchase of KVOA 4.x (23) Tucson and translators K04QP-D Casas Adobes and K28OY-D Sierra Vista from Quincy Media.
  • Mr. Antenna, marketer of OTA TV antennas in the Las Vegas NV market, has filed an informal complaint asking the FCC to either block or condition the proposed sale of KVVU-TV Henderson NV to Gray. Mr. Antenna was dropped on an advertiser on KVVU-TV, effective July 1, because his sale of TV antennas goes against Meredith's goal of getting as many subscribers as possible on cable and satellite, thus increasing retransmission consent revenue, which OTA recipients do not pay to Meredith. Mr. Antenna seeks to block the sale of Meredith stations to Gray, including KVVU-TV, or to at least have the FCC require that Meredith and Gray will no longer be able to reject antenna advertising on any Meredith station being sold to Gray.

Construction Permits and Special Temporary Authority (STA) Granted

  • KBFY-LP 41 Fortuna (Jeff Chang) has been granted a Silence STA while it prepares for digital operation.
  • KDPH-LD 48.x (13) Phoenix (Word of God Fellowship Inc.) has been granted a modification to its licensed facilities, to switch from a directional signal to a non-directional signal. Technical specifications: Ch 13; TL 33° 20' 4" N, 112° 3' 44" W (South Mtn.); ERP 3 kW (HP); HAAT 473 m (1551 ft).
  • KPCE-LP 29 Tucson (Word of God Fellowship Inc.) has been granted a Silence STA of its analog facilities until January 10, 2022.
  • K40NW-D Yuma (Hispanic Family Christian Network Inc.) requested and has been granted an amendment to its displacement construction permit to specify channel 12 instead of channel 31, due to an existing Mexican allotment on channel 31. Its new call sign when licensed will be K12XU-D. Technical specifications: Ch 12; TL 32° 32' 55" N, 114° 39' 10" W (Cor. W. County 19th St & S. Avenue B); ERP 3 kW H non-directional; HAAT 34 m (112 ft).
  • K41MO-D Lake Havasu (Landover 2 LLC) has been granted a displacement construction permit, to expire January 10, 2022. Its new call sign, if built, will be K10RW-D. It is one of the six stations that Lowcountry 34 Media LLC is buying from Landover. Technical specifications: Ch 10; TL 34° 27' 29" N, 114° 21' 4" W (Island Golf Course); ERP 3 kW (DA HP); HAAT -157 m / 12 m AGL (-515 ft / 39 ft).
  • K44MD-D Parker (Landover 2 LLC) has been granted a displacement construction permit, to expire January 10, 2022. Its new call sign, if built, will be K04SE-D. It is one of the six stations that Lowcountry 34 Media LLC is buying from Landover. Technical specifications: Ch 4; TL 33° 40' 4" N, 114° 3' 34" W (Guadalupe Peak); ERP 3 kW (DA HP); HAAT 302 m (991 ft).
  • K45MW-D Sentinel (Landover 2 LLC) has been granted a displacement construction permit, to expire January 10, 2022. Its new call sign, if built, will be K06QW-D. It is one of the six stations that Lowcountry 34 Media LLC is buying from Landover. Technical specifications: Ch 6; TL 32° 51' 39" N, 113° 12' 33" W (I-8 & Agua Caliente Rd.); ERP 3 kW (DA HP); HAAT 23 m (75 ft).
  • K50NK-D Parker (Landover 2 LLC) has been granted a displacement construction permit, to expire January 10, 2022. Its new call sign, if built, will be K05NJ-D. It is one of the six stations that Lowcountry 34 Media LLC is buying from Landover. Technical specifications: Ch 5; TL 33° 40' 4" N, 114° 3' 34" W (Guadalupe Peak); ERP 3 kW (DA HP); HAAT 302 m (991 ft).
  • KBLR 39.x (20) Paradise NV (Telemundo Las Vegas License LLC) requested and has been granted a construction permit to build an auxiliary broadcast facility. Technical specifications: Ch 20; TL 36° 0' 34" N, 115° 0' 23" W (Black Mtn. main site); ERP 239 kW (DA HP 0.75° EP); HAAT 333 m (1093 ft).
  • KMCC 34.x (32) Laughlin NV (Ion Television License LLC) requested and has been granted an Engineering STA for reduced power operations at its primary DTS site near Dolan Springs AZ. KMCC is operating at approx. 50% power at its primary site due to inadequate electrical service and is working with the provider to upgrade the capcity of the electric service feeding it. The station is also upgrading the internal electrical system to match the new electrical service.
  • KVCW 33.x (29) Las Vegas NV (KUPN Licensee LLC) requested and has been granted authorization to convert operations to a Distributed Transmission System (DTS), with the current facility becoming the DTS-1 site and a new antenna on KTNV's studio-transmitter link (STL) tower as the DTS-2 site, which will fill in areas currently receiving interference from the high-rise towers on the Las Vegas Strip. Because KVCW is a NextGen (ATSC 3.0) station, the DTS is expected to work much better than it would have had KVCW been an ATSC 1.0 station.
  • KGHD-LP 6 Las Vegas NV (Obidia Porras) has been granted a Silence STA while it prepares for digital operation.
  • KVBT-LD 41.x (26) Santa Clara UT (Scripps Broadcasting Holdings LLC) requested and was granted a construction permit to move to a different tower within the West Mountain Peak electronics site. Technical specifications: Ch 26; TL 37° 9' 19" N, 113° 53' 0" W (West Mountain Peak); ERP 0.3 kW (DA HP); HAAT 1108 m (3634 ft).
  • K42KZ-D Calexico CA (Broadcast Group Ltd.) has been granted its request to toll its construction permit to move to UHF channel 29 and its request to extend its Silence STA until November 1. The antenna manufacturer was not able to meet shipment schedules due to COVID but everything should be ready to go by the end of October.
 
How much leverage does Mr. Antenna have in blocking or conditioning Gray's acquisition of Meredith? I haven't seen antenna commercials on either of our Meredith stations (WGCL, WPCH) and haven't heard any squawking about that.
