Arizona TV Station Update - August 2021 (Part 2 of 2)

Construction Permits and Special Temporary Authority Requested

  • KBFY-LD 41.x (2) Yuma (Jeff Chang) has requested a modification to its construction permit, to move its transmitter to Black Mountain in California, from where all of the market's full power stations broadcast. Technical specifications: Ch 2; TL 33° 3' 17" N, 114° 49' 40" W (Black Mtn.); ERP 3 kW (DA CP); HAAT 43 m (141 ft).
  • KGRX-LD 29.x (19) Gila River Indian Community (Gila River Telecommunications Inc.) has requested a modification to its license to convert to NextGen format without ATSC 1.0 simulcast.
  • KGRY-LD 29.x (28) Gila River Indian Community (Gila River Telecommunications Inc.) has requested a modification to its license to convert to NextGen format without ATSC 1.0 simulcast.
  • KYPO-LP 27 Tacna (LMO Christian Media Inc.) has requested a Silence STA, claiming that its analog station went dark July 13.
  • K27PC-D Yuma (Jose Rivera Miramontes) has requested a modification to its construction permit, increasing ERP from 3 kW to 15 kW. Technical specifications: Ch 27; TL 32° 40' 21" N, 114° 20' 10" W (Telegraph Pass); ERP 15 kW (DA HP 0.25° EBT); HAAT 400 m (1312 ft).
  • KVTE-LD 35.x Las Vegas NV (Mountain Ridge Holdings Inc.) has requested a Silence STA, citing problems with the video server, claiming to have gone silent August 3.

Expired, Expiring, Canceled and Dismissed

  • The FCC has dismissed the STA Extension request of K23HB Flagstaff (Prism Broadcasting Network Inc.) and canceled its license due to being off air for more than 12 consecutive months. Prism had requested a waiver of Section 312(g) of the Communications Act, which requires the dismissal of a license if the station is silent for more than 12 consecutive months. Prism claimed to be eligible for a waiver due to problems getting a tower crew for their digital operations, but the FCC noted that they voluntarily took their analog facilities silent when they didn't need to, and so were not eligible for a waiver of Section 312(g).
  • The FCC has canceled the license of K36DU Lake Havasu City (Richard D. Tatham) and has canceled its digital flash cut construction permit. The station has not been operational for some time.
  • The FCC has dismissed the construction permit extension request of K42LS-D Yuma (Jose Rivera Miramontes). The station had been granted a construction permit to change from channel 31 to channel 27.
  • The FCC has canceled the license of K30BU Needles CA (Needles Community TV Club Inc.) and has dismissed its digital flash cut construction permit. The station has actually been operating in digital for years but never filed for a license to cover its construction permit. It has been the KPNX translator for Needles CA, Mohave Valley AZ and southern Bullhead City AZ.
  • The FCC has canceled the license of K40KZ St. George UT (R & D Media Group Inc.), has canceled its request for a digital companion channel on UHF channel 15 and subsequent engineering STAs, and has canceled its assignment from R & D Media to Edge Spectrum Inc.
  • Landover 2 LLC has requested cancellation of the following construction permits. The FCC has canceled the permits and dismissed their extension requests:

NextGen TV

  • KGRX-LD 29.x (19) AND KGRY-LD 29.x (28) Gila River Indian Community (Gila River Telecommunications Inc.) are running a crawl announcing that they will switch to NextGen broadcasts on September 20. In addition to FNX programming, the stations plan to offer subscription programming.
  • KVCW 33.x (29) Las Vegas NV (KUPN Licensee LLC) has been granted an extension of its Legal STA outlining its NextGen conversion plans.

  • KPPX-TV 51.x (31) Tolleson (Inyo Broadcast Licenses LLC) has notified the FCC of a change in control point and local studio location. New location is 2502 E. University Dr Ste. 250, Phoenix.

It probably will. If memory serves, K30BQ has been canceled before. I think Needles Community TV Club relies on the Mohave County Board of Supervisors for their filings, and they're always forgotten.
 
The GRBC stations have made the flip to ATSC 3.0. Right now, there's KGRX 18.1 and KGRY 28.1, and they're both airing programming from BYUTV instead of FNX.
 
TWIST is now appearing on KNAZ, 2.5 that's the good news.
The bad news, every KNAZ channel/sub is now offering up lots of
pixels, dropouts, etc. etc. etc.

Everyone who has tried an over-the-air pay-TV service like this has failed (remember USDTV at the infancy of ATSC 1.0?). Why do they keep trying?
 
So PHX has 2 MeTV stations? There still is the KAZT-owned version.
MeTV is still on 7.2 for now. Probably until their contract is up, whenever that is. MeTV Plus has a whole different set of shows (more '70s crime dramas) than the main network (except for the nightly replay of "Toon In With Me," which airs earlier on the primary MeTV).
 
Something's way up in Las Vegas where one LPTV wants another declared expired!

King Kong Broadcasting (KGNG-LD) says that KVTE-LD should be declared expired as a matter of law and says it hasn't been on in three years.

Apparently the whole thing started because KTNV wants to bump KGNG-LD from 26...and 35 would be available if the FCC got around to listening to them. King Kong cites Richard Dodds, who has kept records of the programming on Vegas TV stations and says KVTE hasn't broadcast a thing in three years. Not only that, apparently King Kong visited the transmitter site and found no multiplexer, no digital encoder, and no EAS equipment!
 
KNAZ has been having issues with their video and audio across all the subs
and NBC as well. As of last night, the weather sub is gone on 2.2, replaced
by a shopping channel. Twist on 2.5 is gone as well.

Shop LC is also on 12.2, so they dropped the weather completely. A number of TEGNA stations across the country have been adding it so it might be part of a group deal. And it's completely redundant unless Gray drops it from KPHO's subchannel. Since subchannels have become real estate, with networks leasing space instead of the station putting some effort into promotion and sales, there has become a lot of redundancy, especially with the Scripps digital networks. And that's leaving networks that don't use the leasing business model (Rewind TV) out of the market for now.

Speaking of which, who thinks that Gray will discontinue the weather sub on 3.5? That was Seth Parker's baby, and now that he's retired, they can do something else (unless they want to still use it to promote their "Arizona's Weather Authority" branding).
