Arizona TV Station Update - March-August 2024 (pt. 4 of 4)

It's baaaaaack! Other commitments have prevented the Arizona TV Station Update from posting in over six months, but we're back with a lot of updates. This post is the fourth of four parts due to size restrictions in Radio Discussions. (Part 1) (Part 2) (Part 3)

Construction Permits, Tolling and STAs Requested
  • KYPO-LD 27.x Tacna (LMO Christian Media Inc.) has requested a Silence STA, claiming to have gone silent on April 12, 2024 due to financial difficulties. The licensee claims to be seeking to sell the station.
  • KBFY-LD 41.x (2) Fortuna (KBFY LLC) has requested a major change to its license to allow it to change from a low-VHF channel to UHF channel 20, to change from horizontal to circular polarization, and to employ a custom directional antenna with a deep null at 280° azimuth. It is unclear how the proposal will be accepted by Mexican authorities; XHILA-TDT operates a full-power co-channel station in Mexicali, 92.5 km (57.5 miles) away. The KBFY proposal is intended to protect XHILA's signal in Mexico; there is no requirement to protect the signal in the United States. The selection of channel 20 is curious, as there are four unoccupied UHF frequencies in the Yuma/El Centro CA/Mexicali BN area. Even if the proposal is approved and the station built, XHILA will not lose its US audience, as it has LPTV translators in both Yuma and in El Centro CA. Technical specifications: Ch 20; TL 33° 3' 2" N, 114° 49' 41" W (Black Mtn.); ERP 15 kW CP; HAAT 384 m / 1,260 ft.
  • K03FB-D 8.x Snowflake (Arizona Board of Regents for ASU) has requested a major change to its license to allow it to change from a low-VHF channel to a UHF channel and to move to an adjacent tower at the same site. If granted, its new call sign would be K35PR-D. Technical specifications: Ch 35; TL 34° 12' 22" N, 109° 56' 34" W (Porter Mtn.); ERP 1.2 kW HP 0.75° EBT; HAAT 262 m / 859 ft.
  • K04QP-D Casas Adobes (Tucson TV License Company LLC) has requested a major change to its license to allow it to change from a low-VHF channel to a UHF channel and to maximize power. If granted, its new call sign would be K17PF-D. Mexican coordination will be necessary before the application can be granted. Technical specifications: Ch 17; TL 32° 14' 57" N, 111° 7' 0" W (Tucson Mtns.); ERP 15 kW H EP DA 0.75° EBT; HAAT 606 m / 1,988 ft.
  • K04SE-D Parker (Lowcountry 34 Media LLC) has requested a minor modification to its construction permit to move to a site in Tonopah, and to maximize power. The proposed broadcast site appears to be atop a structure at a tire shop located near the intersection of Indian School Rd. and 411th Ave. Technical specifications: Ch 4; TL 33° 29' 35" N, 112° 56' 16" W (Near cor. Indian School Rd. & 411th Ave.); ERP 3 kW DA HP; HAAT -20 m / -66 ft (AGL 9 m / 30 ft).
  • K07OJ-D 10.x Snowflake (NW Communications of Phoenix Inc.) has requested a major change to its license to allow it to change from a high-VHF channel to a UHF channel and to move to an adjacent tower at the same site. If granted, its new call sign would be K36QP-D. Technical specifications: Ch 36; TL 34° 12' 22" N, 109° 56' 34" W (Porter Mtn.); ERP 1.2 kW HP 0.75° EBT; HAAT 270 m / 886 ft.
  • K08QN-D Golden Valley (Bridge News LLC) has requested a major change to its license to allow it to change from a high-VHF channel to a UHF channel and to move to the Hayden Peak electronics site outside of Kingman. The new site should serve Kingman, plus the western part of Golden Valley. If granted, its new call sign would be K24OP-D. Technical specifications: Ch 24; TL 35° 4' 53" N, 113° 54' 17" W (Hayden Pk); ERP 1.45 kW H EP DA 0.9° EBT; HAAT 1,091 m / 3,578 ft.
  • K10RW-D Lake Havasu (Lowcountry 34 Media LLC) has requested a major change to its license to allow it to change from a high-VHF channel to a UHF channel, to move to a taller tower about five miles north, and to maximize power. If granted, its new call sign would be K25QW-D. Technical specifications: Ch 25; TL 34° 33' 26" N, 114° 25' 29" W (5 mi. N of Havasu Lake CA); ERP 15 kW HP DA; HAAT -132 m / -433 ft (AGL 20 m / 66 ft).
  • KLVX 10.x (11) Las Vegas NV (Clark County School District) has requested an extension of its STA to operate at approx. 70% power due to a failing transmitter. The existing STA expires September 18, but the replacement transmitter is not expected to arrive until mid- to late-October. Installation would require an additional four weeks to complete.
  • K27MQ-D St. George UT (KCSG-TV LLC) has requested a major change to its license to allow it to change from a UHF channel to a high-VHF channel, to move to a communications tower near Bunkerville NV and to change its community of license to Arrowhead NV, near Moapa NV. Although the proposed service area is more than 30 miles (48 km) from the present transmitting location, the proposed transmitting location is less than 30 miles, so the change qualifies under the current major modification rules. The proposed station would no longer send a signal into Arizona, as the current station does. If granted, its new call sign would be K10RX-D. Technical specifications: Ch 10; TL 36° 46' 18" N, 114° 6' 5" W (Bunkerville NV); ERP 3 kW HP DA; HAAT -127 m / -416 ft (AGL 79 m / 259 ft).
NextGen TV (ATSC 3.0)
  • KHRR 40.x (16) Tucson (NBC Telemundo License LLC) requested and was granted a modification to its license to begin NextGen (ATSC 3.0) operations, which occurred May 23. KHRR only carries its primary Telemundo stream in ATSC 3.0, so that it can host other Tucson stations' ATSC 3.0 operations. KHRR's ATSC 1.0 streams have been distributed as follows:
    • 40.1 Telemundo - KUAT (40.1) / KUAS (40.11)
    • 40.2 TeleXitos - KUAT (40.2) / KUAS (40.22)
    • 40.3 American Crimes (formerly LX Home) - KVOA (40.3)
    • 40.4 Oxygen - KOLD (40.4)
  • KVOA 4.x (23) Tucson (Tucson TV License Company LLC) requested and was granted a modification to its license to allow it to broadcast its primary NBC 4.1 stream in ATSC 3.0, hosted by KHRR.
  • KUAT 6.x (30) Tucson (AZ Board of Regents FBO U of A) requested and was granted a modification to its license to allow it to broadcast its primary PBS 6.1 stream in ATSC 3.0, hosted by KHRR.
  • KGUN-TV 9.x Tucson (Scripps Broadcasting Holdings LLC) requested and was granted a modification to its license to allow it to broadcast its primary ABC 9.1 stream in ATSC 3.0, hosted by KHRR.
  • KMSB 11.x (25) Tucson (Sander Operating Co V LLC DBA KMSB Television) requested and was granted a modification to its license to allow it to broadcast its primary FOX 11.1 stream in ATSC 3.0, hosted by KHRR.
  • KOLD-TV 13.x (32;13) Tucson (Gray Television Licensee LLC) requested and was granted a modification to its license to allow it to broadcast its primary CBS 13.1 stream in ATSC 3.0, hosted by KHRR.
License Renewals
  • K21ON-D Flagstaff (Edge Spectrum Inc.) has modified its license renewal application to reflect the fact that the station is on the air. As of Sept. 2, the station was not on the air.
Rule Making
  • KHSV 21.x (2) Las Vegas NV (Channel 33 Inc.) has amended its Petition for Rulemaking to substitute channel 23 for channel 21 as the requested replacement for allotted channel 2. A channel 21 allotment at Las Vegas NV is predicted to cause unacceptable interference to the channel change construction permit for KMYU St. George UT, also on channel 21.
