Arizona TV Station Update - May 2010 (part 1 of 2)

Lots going on this month. The update is in 2 parts, as it exceeds Radio-Info's post length limit of 18000 characters.

New licenses

  • KGUN-TV 9.x Tucson (Journal Broadcast Corporation) has been granted a license to cover its post-transition digital operations. Technical specifications: Ch 9; TL 32-24-54 N, 110-42-59 W; ERP 10.3 kW directional; HAAT: 1140 m.
  • KSWT 13.x Yuma (Pappas Arizona License) has been granted a license to cover a construction permit, but the license covers the wrong permit. The grant references a 20 kW license filed in June 2009; that permit has already been covered. KSWT wanted a license to cover their July 2009 permit, which allowed them to increase power to 50 kW.
  • KDTP 11.x Holbrook (Community Television Educators [Daystar]) has been granted a license to cover its initial post-transitional digital operations. Technical specifications: Ch 11; TL 34-55-5 N, 110-8-25 W; ERP 3.2 kW non-directional; HAAT 54 m.
  • KDPH-LD 46.x Phoenix (Community Television Educators [Daystar]) has applied for a license to cover its digital companion station. The station has been operating pursuant to automatic Program Test Authority for several weeks. Technical specifications: Ch 46; TL 33-20-1 N, 112-3-45 W; ERP 15 kW directional; HAAT 487 m.
  • K14NA-D Globe-Miami (KTVK Inc. [Belo]) has applied for a license to cover its flash cut to digital on its KTVK translator. The station is operating, but the signal still needs some work. I was getting a data stream full of errors despite 100% signal strength, and sometimes the signal suddenly dropped off to zero, then instantly rebounded to 90-100%. Technical specifications: Ch 14; TL 33-20-24 N, 110-52-12 W; ERP 0.49 kW directional; HAAT 700 m.
  • KTNV-TV 13.x Las Vegas NV (Journal Broadcast Corporation) has been granted a license to cover its post-transition digital operations. Technical specifications: Ch 13; TL 35-56-43 N, 115-2-32 W; ERP 30.5 kW non-directional; HAAT: 606 m.

Programming changes

  • Southern Greenlee County TV Association, Inc. has again shuffled its OTA translator lineup. Cable networks are now completely eliminated. The lineup is as follows:

  • K25DM Phoenix (Mako Communciations LLC) has returned to the airwaves, with infomercials replacing HSN.
  • KWTA-LP 31 Tucson (Ventana Television) has returned to air, once again with JTV (Jewelry Television) programming.
  • K23FZ Camp Verde (The Camp Verde TV Club) is back on air. It is now a translator for KNXV 15.1 Phoenix.
  • K49EU Chloride (Mohave County Board of Supervisors) has switched programming sources, from KNXV 15 Phoenix to KSAZ 10 Phoenix, via K48AY Kingman.
  • K41ER Globe (Trinity Broadcasting of Arizona, Inc.) has filed a silent STA, having gone silent on April 7 due to lack of local financial support which TBN believes is caused by the analog-to-digital conversion.
  • K51IO Bullhead City (Trinity Broadcasting Network) has filed a silent STA, having gone silent on April 13 for the same reason.
  • K51HV Cottonwood (Trinity Broadcasting of Arizona, Inc.) has filed a silent STA, having gone silent on April 13 for the same reason. However, as of May 30, the station is back on the air.
  • K57BD Tucson (Trinity Broadcasting of Arizona, Inc.) has filed a silent STA, having gone silent on April 13 for the same reason.
  • K38IZ-D Phoenix (Spanish Independent Broadcast Network, LLC) appears to have shut down its analog station on channel 53, which had been operating on temporary authority.
  • KZOL-LP 15 Safford (KTVW License Partnership GP [Univision]) is silent.
  • K21GC Safford (Telefutura Partnership of Phoenix [Univision]) has lost its signal source, similar to Duncan's channel 53.
  • K33CG Sierra Vista (Florinda Mae Balfour) is silent. Although formerly a TBN repeater, it is independently-owned and was not affected by the TBN shutdown.
  • KVPY-LD 45 Prescott (KM Communications, Inc.) is silent. The station has a CP to move to Shaw Butte in Phoenix, but is seeking to move to South Mountain.
  • The Camp Verde TV Club has shut down its unlicensed translator on channel 62. It is unknown whether or not the station had an STA to operate, as the FCC doesn't always publish STAs in its CDBS database.
  • All five of Palo Verde TV Club's translators in Blythe CA are silent. Their stations had brought the signals of KPNX, KSAZ, KPHO, KTVK and KAET to Quartzsite AZ, Ehrenberg AZ and Blythe. The Yuma/El Centro stations are available OTA in Blythe and Ehrenberg with a good antenna, but not in Quartzsite.
  • KNBX-CA 31 Las Vegas NV (Mako Communications LLC) is back on air, broadcasting programming from Almavision.
  • KVTE-LP 35 Las Vegas NV is back on air, broadcasting a test pattern.
  • K02FN Mesquite NV (Clark County School District) is back on air, again repeating KLVX 10.1 Las Vegas NV.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting, Inc.) has dropped AMGTV as a subchannel.
  • KGNG-LP 47 Las Vegas NV (King Kong Broadcasting, Inc.) is silent. It is possible that the analog station is off permanently, as its digital companion is up and running five subchannels.
  • KEGS-LD 30.x (24) Las Vegas NV (Mako Communications LLC) is silent. The station had been broadcasting Almavision on 30.2 but nothing on 30.1.
  • K35FS-D Santa Clara UT (Bonneville Holding Company) is on the air, repeating the entire lineup of KSL 5.x Salt Lake City UT. The station was licensed in April 2009, but was not operating as of July.
  • K36FT-D Santa Clara UT (Brigham Young University) is on the air, repeating the entire lineup of KBYU 11.x Provo UT. The station has not yet filed for a license to cover.
  • K49AS-D Santa Clara UT (SLC TV Licensee Corp) is on the air, repeating the entire lineup of KUTV 2.x Salt Lake City UT.
  • K48JD Santa Clara UT (High Plains Broadcasting License Company LLC) is silent. The station was approved to flash cut to digital last month, but neither the analog or digital signal are present.
  • KGHD-LP 6 St. George UT (Obadia Porras) is on the air, having completed its move from channel 67. The station continues to broadcast TBN. As an independently-owned affiliate, it was not affected by TBN shutting down about 100 of their O&O repeaters.
  • XHNSS-TV 7 Nogales SO (Raul Ernesto Osete Espinosa de los Monteros) has changed affiliations, dropping Galavision (XEQ 9 Mexico City) for Cadena Tres (XHTRES 28 Mexico City). The station also has a local presence, broadcasting local news. It is believed that the change occurred last November 1.

Call sign changes

  • KDTP-LD 46.x Phoenix (Community Television Educators [Daystar]) has changed its call sign to KDPH-LD. When Daystar first applied for companion stations, the Daystar station was Class A and had the call sign KDTP-CA, while the JTV station had the call sign KDTP-LP. Both digital companion stations were originally assigned call sign KDTP-LP.

Construction permits and Special Temporary Authorizations granted

  • KNJO-LD 6.x (15) Holbrook (KM Communications Inc.), digital companion station KNJO-LP 6 Holbrook, has been granted an extension of its construction permit until July 12.
  • KWKM-LD 10.x (13) Show Low (KM Communications Inc.), digital companion station KWKM-LP 10 Show Low, has been granted an extension of its construction permit until July 12.
  • KWSJ-LD 12.x (9) Snowflake (KM Communications Inc.), digital companion station KWSJ-LP 12 Snowflake, has been granted an extension of its construction permit until July 12.
  • K33IY-D LeChee (Page) (University of Utah) has filed and has been granted an application to increase power from 10 Watts to 100 Watts. Technical specifications: Ch 33, TL 36-51-20 N, 111-26-26 W; ERP 0.1 kW directional; HAAT 8 m.
  • K31KS-D LeChee (Page) (Big Water Municipal Corporation) has filed and has been granted an application to increase power from 10 Watts to 100 Watts. The station, when completed, will rebroadcast KUTV 2.x Salt Lake City UT via K39FT-D Garfield UT. Technical specifications: Ch 31, TL 36-51-20 N, 111-26-26 W; ERP 0.1 kW directional; HAAT 8 m.
  • KEGS-LP 30 Las Vegas NV (Mako Communications) was granted an STA to operate in analog in a combined array until digital facilities can be built. Technical specifications: Ch 30; TL 35-56-46 N, 115-2-34 W; ERP 149.3 kW directional; HAAT 548 m.
  • KNBX-CA 31 Las Vegas NV (Mako Communications) was granted an STA to operate in analog in a combined array until digital facilities can be built. Technical specifications: Ch 31; TL 35-56-46 N, 115-2-34 W; ERP 1 kW directional; HAAT 548 m.
  • KEEN-CA 17 Las Vegas NV (Christian Communications of Chicagoland, Inc.) has been granted an extension of its STA to operate digital facilities until its construction permit can be approved. The old analog signal originated from a location northwest of Las Vegas and didn't reach Arizona; the proposed digital signal will originate from the antenna farm in Henderson and should reach Arizona. Technical specifications: Ch 17; TL 36-0-36 N, 115-0-20 W; ERP 4.1 kW non-directional; HAAT 310 m.
  • K18DN Kanab UT (Western Kane County Special Services District #1) was granted a construction permit to flash cut to digital. Technical specifications: Ch 18; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K20EC Kanab UT (Western Kane County Special Services District #1) was granted a construction permit to flash cut to digital. Technical specifications: Ch 23; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K23DP Kanab UT (University of Utah) was granted a construction permit to flash cut to digital. Technical specifications: Ch 23; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K28IT Kanab UT (Western Kane County Service District #1) was granted a construction permit to flash cut to digital. Technical specifications: Ch 28; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K32DC Kanab UT (Western Kane County Special Services District #1) was granted a construction permit to flash cut to digital. Technical specifications: Ch 32; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K32FQ St. George UT (University of Utah) has been granted an amended digital flash cut application which corrected the antenna location, site elevation and HAAT. Technical specifications: Ch 32; TL 37-3-50 N, 113-34-19 W; ERP 0.225 kW directional; HAAT 57 m.
  • K42EZ Santa Clara UT (Larry H. Miller Communications Corp) was granted another six-month extension of its STA to operate.
