Arizona TV Station Updates - June 2010 (Part 1 of 2)

Another busy month, requiring a two-part post.

New licenses

  • KUVE-DT 46.x Green Valley (Univision Tucson LLC) has been granted a license to cover its post-transition digital facilities. Technical specifications: Ch 46; TL 32-24-54 N, 110-42-56 W; ERP 70.8 kW; HAAT 1113 m.
  • KPNX 12.x Mesa (Multimedia Holdings Corporation [Gannett]) has been granted a license to cover its post-transition digital facilities. Technical specifications: Ch 12; TL 33-20-0 N, 112-3-48 W; ERP 39 kW; HAAT 555 m.

  • K33IY-D Le Chee (Page) (University of Utah) has applied for a license to cover a power increase for the rebroadcaster of KUED 7.x Salt Lake City UT via K55KE-D (K36-D) Rural Garfield County UT. Technical specifications: Ch 33; TL 36-51-20 N, 111-26-26 W; ERP 0.1 kW directional; HAAT 8 m.
  • KEEN-CA 17.x Las Vegas NV (Christian Communications of Chicagoland, Inc.) has been granted a modification to its construction permit, and has applied for a license to cover its flash cut to digital. Its transmitter is 16.3 m (50 ft) lower than originally requested. Technical specifications: Ch 17; TL 36-0-36 N, 115-0-20 W; ERP 4.1 kW non-directional; HAAT 310 m.
  • K16II-D Hildale UT (University of Utah) applied for and was granted a license to cover construction of its new digital LPTV station, rebroadcasting KUED 7.x Salt Lake City UT via K44JI-D Washington UT, a mere five days after being granted the original construction permit. Technical specifications: Ch 16; TL 36-53-39 N, 113-1-52 W; ERP 0.06 kW directional; HAAT 35 m.
  • K18DN-D Kanab UT (Western Kane County Special Services District #1) has applied for a license to cover its flash cut to digital, rebroadcasting KBYU-TV 11.x Provo UT via K45BY-D Garfield UT. Programming changes

  • K51IO Bullhead City (Trinity Broadcasting Network) has returned to air, again rebroadcasting TBN programming from KTBN-TV 40.1 Santa Ana CA.
  • K21EG Golden Valley (Mohave County Board of Supervisors) has returned to air, again rebroadcasting KPNX 12.x Mesa, but now in digital.
  • K46CG Golden Valley (Mohave County Board of Supervisors) has returned to air, again rebroadcasting KNXV 15.x Phoenix, but now in digital.
  • K27EC Lake Havasu City (Lake Havasu Christian Television) has switched from Cornerstone Television Network to local Christian programming.
  • K36DU Lake Havasu City (Richard D. Tatham) has switched from the Worship Network to Cornerstone Television Network.
  • K57BD Tucson (Trinity Broadcasting of Arizona, Inc.) has returned to air, again rebroadcasting KPAZ 21.1 Phoenix.
  • K27EJ Colorado City (Mohave County Board of Supervisors) is experiencing technical difficulties. It is broadcasting, but has no programming.
  • K15DX Fredonia (Western Kane County Special Services District #1) is silent. Kane County has likely shut down its analog broadcast facilities permanently and it is unknown if Kane County will convert this station to digital.
  • K07PH Le Chee (Page) (University of Utah) is silent, likely permanently now that its digital companion is on the air.
  • K35EE Moccasin (Mohave County Board of Supervisors) is experiencing technical difficulties. It is broadcasting, but has no programming.
  • KFPB-LD 50 Globe (Globe LPTV) is finally on the air, after receiving its license three months ago. Although licensed to Globe, the station actually broadcasts from South Mountain and serves the Phoenix area with four subchannels. Programming is unknown; the subchannels all air a test pattern with TBA as the programming title.
  • KTNV-TV 13.3 is the new home of The Cool TV, replacing KGNG-LP 47.5.
  • KGNG-LD 47.x (48) Las Vegas NV (King Kong Broadcasting) has put AMGTV back in its lineup, airing on channel 47.6. Having lost The Cool TV to KTNV-TV, KGNG-LD now airs programming billed as COOLER TV on 47.5.
  • KGHD-LP 6 St. George UT (Obidia Porras) programming was misidentified as TBN. It is actually Spanish-language music set to a nature slideshow. Not surprisingly, the programming can also be heard locally on 87.7 MHz FM, which is likely the intent of the recent move to channel 6.
  • K05AX Kanab UT (Western Kane County Special Services District #1) is silent.
  • K07ES Kanab UT (Western Kane County Special Services District #1) is silent.
  • K10ME Kanab UT (Western Kane County Special Services District #1) is silent.
  • K12ND Kanab UT (Kanab Lions) is silent, likely shut down along with the Kane County stations. It is unknown if the station will be converted to digital.

Call sign changes

  • K15IH-D Mesquite NV (Tiny Tortoise Investments LLC) has taken the call sign KMSQ-LD.
  • K19IN-D Mesquite NV (Tiny Tortoise Investments LLC) has taken the call sign KTTB-LD.
  • K21KK-D Mesquite NV (Tiny Tortoise Investments LLC) has taken the call sign KVMP-LD.

Transactions

  • Hispanic Christian Community Network, Inc. has agreed to sell K30IP Littlefield AZ and seven other stations to Iglesia Pentecostal Visperia del Fin of Seattle WA for an undisclosed amount. Or, at least it was supposed to be undisclosed, redacted from the Asset Purchase Agreement, but careful examination reveals the amount to be a whole-dollar figure somewhere between $399,999 and $400,001. Just sayin'. The station has been licensed for a couple of years but has never been on air. The Asset Purchase Agreement for this proposed transaction, which must be approved by the FCC, also does not mention any assets for K30IP.
  • Roger Mills is seeking to release his claim to K63HJ Laughlin NV and return the station to 9th Island Broadcasting Inc., who sold the station to Mills in July 2008.

Construction permits and Special Temporary Authorizations granted

  • K51LF-D Lake Havasu City (Tri-State Broadcasting LLC) has been granted an original construction permit for a digital companion station to K23BJ, a repeater of KKAX-LP 36 Hilltop (Kingman). Technical specifications: Ch 51; TL 34-36-11 N, 114-22-14 W; ERP 5 kW directional; HAAT 27 m.
  • K19IP-D Flagstaff (Luke Skelton) has been granted an original construction permit for a new station. Skelton represents English-language Good News TV, affiliated with Three Angels Broadcasting Network (3ABN), whose programming appears in Phoenix on KPHE-LD 44.3. It is possible that the station will also feature Spanish-language Mas TV, which airs on KPHE-LD 44.2. The station has been approved for the Mt. Elden electronics site for 2 kW, but I thought Mt. Elden had a 1 kW limit. Technical specifications: Ch 19; TL 35-14-28 N, 111-35-48 W; ERP 2 kW directional; HAAT 575 m.
  • K38LW-D Payson (Luke Skelton) has been granted an original construction permit for a new station. Technical specifications: Ch 38; TL 34-17-23 N, 111-11-26 W; ERP 1.51 kW non-directional; HAAT 299 m.
  • K50LV-D Prescott (Luke Skelton) has been granted an original construction permit for a new station. Technical specifications: Ch 50; TL 34-32-27 N, 112-25-40 W; ERP 1.55 kW directional; HAAT 190 m.
  • K23JJ Kingman (Advance Ministries Inc.) was granted a displacement modification of its original construction permit, allowing it to move to channel 10, just five days before the construction permit was to expire. The station's new call sign is to be K10QM. The station was not able to build on channel 23, as a station already exists in Kingman on that channel. Although there is no evidence that it caused the delay, Mexican coordination was required for the change, as the station's planned transmitter site is 274.61 km from Mexico. The Memorandum of Understanding between Mexico and the United States requires the other nation's agreement if the transmitter is within 275 km of the border; had the proposed transmitter site been 0.4 km or 1/4 mile farther north, it would not have required Mexican coordination. Technical specifications: Ch 10 (-); TL 35-5-39 N, 113-54-18 W; ERP 0.7 kW directional; HAAT 855 m.
  • K61FB Globe-Miami (Multimedia Holdings Corporation [Gannett]) requested and has been granted a six-month STA to flash cut to digital on channel 48 while its application awaits Mexican approval. The station states that it has been notified that Verizon Wireless intends to begin testing soon of its new services in the channel 61 spectrum (752 MHz - 758 MHz) in the Phoenix area, and that the Verizon Wireless signal and K61FB signal would interfere with each other. K61FB is the KPNX translator for the Cobre Valley, and would join other digital translators K14NA-D (KTVK) and K59CI (KPHO), which operates via STA on channel 27. I expect to see the digital KPNX translator on the air either in July or August. Technical specifications: Ch 48; TL 33-20-31 N, 110-52-14 W; ERP 3 kW; HAAT 685 m.
  • K25AL-D Lake Havasu City (Lake Havasu Christian Television) has been granted a modification to its construction permit, allowing the station to increase its power from 6 W to 1 kW. Technical specifications: Ch 25; TL 34-36-4 N, 114-22-13 W; ERP 1 kW; HAAT 13 m.
  • K27EC-D Lake Havasu City (Lake Havasu Christian Television) has been granted a modification to its construction permit, allowing the station to increase its power from 6 W to 1 kW. Technical specifications: Ch 27; TL 34-36-4 N, 114-22-13 W; ERP 1 kW; HAAT 13 m.
  • K23BY-D Scottsdale (KAZT LLC [The Londen Group]) has been granted its application to flash cut to digital. The station's transmitter location will move from the Scottsdale Airpark to Usery Mountain in Mesa and will rebroadcast the signal of KAZT-TV 7 Prescott, using the antenna currently being used by K57HX. Technical specifications: Ch 23; TL 33-29-30 N, 111-38-22 W; ERP 12.5 kW; HAAT 288 m.
  • KFPH-CD 35.x Phoenix (Telefutura Partnership of Phoenix [Univision]) has been granted its application to flash cut to digital. Technical specifications: Ch 35; TL 33-20-0 N, 112-3-46 W; ERP 15 kW; HAAT 491 m.
  • KELV-LP 27 Las Vegas NV (Entravision Holdings LLC) has been granted an STA to operate at an antenna height at variance with its license while it awaits construction of a new tower. Technical specifications: Ch 27; TL 36-0-26 N, 115-0-23 W; ERP 43 kW; HAAT 323 m.
  • KMSQ-LD 15 Mesquite NV (Tiny Tortoise Investments LLC) has been granted an original construction permit for a new station. Technical specifications: Ch 15; TL 36-49-56 N, 114-3-31 W; ERP 0.5 kW directional; HAAT -73 m (17 m AGL).
  • KTTB-LD 19 Mesquite NV (Tiny Tortoise Investments LLC) has been granted an original construction permit for a new station. Technical specifications: Ch 19; TL 36-49-56 N, 114-3-31 W; ERP 0.5 kW directional; HAAT -73 m (17 m AGL).
  • KVMP-LD 21 Mesquite NV (Tiny Tortoise Investments LLC) has been granted an original construction permit for a new station. Technical specifications: Ch 21; TL 36-49-56 N, 114-3-31 W; ERP 0.5 kW directional; HAAT -73 m (17 m AGL).
  • KGHD-LP 6 St. George UT (Obidia Porras) requested and has been granted a permit to move its transmitter from Webb Hill, south of St. George, to West Mountain Peak, about 15 miles west of St. George and about 1400 m higher, and to increase power from 0.35 kW to 0.9 kW. West Mountain Peak is home to the Santa Clara and Washington stations. The University of Utah, licensee of co-channel K06OB Cane Beds AZ/Hildale UT, has given consent to the application, as the OET-69 study shows that KGHD-LP will cause interference to K06OB; however the Longley-Rice study predicts no interference. Technical specifications: Ch 6; TL 37-9-19 N, 113-52-57 W; ERP 0.9 kW; HAAT 1075 m.
  • K63HJ Laughlin NV (Roger Mills) has been granted a displacement construction permit to flash cut the station to digital on an in-core channel and to move its transmitter to a location outside Dolan Springs AZ. Technical specifications: Ch 10; TL 35-39-7 N, 114-18-41 W; ERP 0.3 kW non-directional; HAAT 425 m.
  • K16IL-D Kanab UT (Western Kane County Special Service District #1) has been granted an original construction permit for a new digital LPTV station, to rebroadcast KUPX-TV 16.x Provo UT via K13ZM-D Garfield UT. Technical specifications: Ch 16; TL 37-3-35 N, 112-31-12 W; ERP 0.063 kW directional; HAAT 103 m.
  • K16II-D Hildale UT (University of Utah) has been granted an original construction permit for a new digital LPTV station, to rebroadcast KUED (DT) 7.x Salt Lake City UT via K44JI-D Washington UT. Technical specifications: Ch 16; TL 36-53-39 N, 113-1-52 W; ERP 0.06 kW directional; HAAT 35 m.
  • K26KD-D Gallup NM (Available Media Associates) has been granted an original construction permit for a new digital LPTV station. Technical specifications: Ch 26; TL 35-30-0 N, 108-51-49 W; ERP 15 kW directional; HAAT -15 m (70 m AGL).
