For those who don't remember cable before the advent
of all the networks, let me take you back in time. This

Did the camera pan from device to device, pausing long enough for the viewer to get the reading before panning ahead to the next dial? And did the local top-40 station play as a soundtrack to that channel? If that camera was manually operated, pity the camera operator. Hope (s)he was paid well. ;D

Jacksonville, North Carolina's cable service had a similar channel featuring all that I mentioned in the previous paragraph. At least it did in 1970 when my dad, stepmom and 9-yo yours truly were staying with a Marine captain (friend of Dad's, stationed at Camp Lejeune) and his family; they lived just off the base.

I don't remember where the music came from, but yes,
the camera did pan from dial to dial, pausing long enough
for the viewer to read the time, temperature, etc. I
remember my cousins in Cocoa, FL, had the same thing
on their cable system. The cable company there, BTW,
had these stations in 1974:

Actually, I don't remember just where the music came from on Jax, NC's weather channel, I was just guessing. Looking back, it looked kinda cool. Those dials reminded me of the ones KYW-3 Philadelphia (then NBC affil., now CBS O&O) used in their Eyewitness News weather forecasts with Bill Kuster in those days. I grew up in the Philly area.
