B94 or 96.1 KISS: Who has the best chance at grabbing WAMO-FM's listeners?

Personally, I think B-94 should step up to the plate and if not go completly urban, then at least go more urban. Because sadly, I don't see them pulling ahead of Kiss in the top 40 ratings.
 
Assuming that Mr Frishlings 2 FM's could be limping would it be benificial for that group to jump into the frey with 92.9 or 96.9? By the way would the WAMO call letters be available or still the property of 106.7 & 860am?
 
The calls become available if and when the new owners file for new calls.

The Frischlings failed at Urban and CHR in St. Louis many years ago, they won't be changing anything.
 
Even if 93.7 or KISS go more Churban, they still won't be seen as the voice of the community. WAMO , for better or worse, was that voice. WAMO AM had unique programming that I doubt CC or CBS would duplicate. However, both companies have successful Urbans in other cities . CBS seems to focus on Churban like WLLD in Tampa and WBBM in Chicago. CC has the "Beat" brand. My thoughts are that either company could try this, just can't figure out where they would do it .
