On the 20th anniversary of what is considered by some (me), to be one of the WORST season's ever for Saturday Night Live, it seems an entire cast is leaving. And Weekend Update?

Not far enough. If NBC wanted to really salvage the show, they'd do what they did in 1981 and 1985, completely flush the thing and start over from scratch. New cast, new writers, new producers. They'd save money, and breathe some fresh air into the thing.
One of my old comedy writing partners actually worked as an intern at SNL during the mid '90's, and was told point-blank by one of the writers "we can't do anything ground breaking because Lorne is so afraid of the network, he'd fire us in a minute." That, in a nutshell, is what is wrong with SNL. It's stopped being anti-establishment, and become the establishment, too timid to do anything good.
