It is occasionally used to derisively refer to a Marine of limited intelligence, but I'm not sure I've heard it often in real life. The funniest fictional use is in the movie "Splash" in the segment where the Marines are persuing the mermaid Madison through the streets of New York. They encounter a cab blocking the street, and one Marine orders its driver to move it, to which the cabbie responds, "Up yours, Gomer, I'm waitin' for a fare!" The "take" done by the Marine at this insult is priceless -- a few moments later, they cut back to that scene, and the Marines are nonchalantly rolling the guy's cab onto its roof to move it as the chagrined cabbie looks on morosely. :)

I saw Splash in the theatre when it was initially released but don't recall that scene. :-[

In real life, occasionally I'll visit a Philadelphia sports message board during baseball season and see Phillies manager Charlie Manuel called "Gomer" if the Phils are in a losing streak or struggling to contend.

Rhonda Shear in her book Up All Night talked about how she ran into the ego of The Fonz. She was asked by the casting director in 1980 to play The Fonz’s girlfriend on [Happy Days She had already been on the show twice by that point. At the same time, she was doing commercial auditions and the same week she auditioned for a commercial for Church’s Chicken and she got it. The spot was shooting on Thursday which was perfect for her because her Happy Days scenes would not shoot until the next day. She spoke to the casting director and Garry Marshall and asked if she could miss the Thursday rehearsal. They said it would not be a problem since the scene was already blocked and Henry knew she was a pro. She filmed the Church’s commercial and when she showed up on the Happy Days set Friday morning she found out that Henry had her fired and barred from other Garry Marshall productions because she missed the rehearsal the day before! What an ass!
 
Unfortunately, it was a stereotyle that lingered on into the 1980s -- remember the "Diff'rent Strokes" episode that guested Gordon Jump as a bicycle repairman (a role, in my opinion, that he didn't deserve)?

and that's why that episode really (at least I thought so) worked - Jump was playing against type - he was previously known as the "Maytag" repairman and Arthur Carlson on WKRP in Cincinnati - the episode really impacted a lot of people

and years later - Ms. Shear is selling womens lingerie on the Home Shopping Network - she doesn't look anything like she did in her "Up All Night" days

Slightly OT, but Manuel is now the pitching coach for the Phillies.... :)
 
Also in the defense of Ron Papillo and George Lindsey, they wanted to move on from the roles and promote what they are doing now.
