I find it hard to believe that any pirate operator running a signal in or around the Boston area would do any jail time right about now... I mean how many times has Touch been visited in the past two years?
I think the FCC is too soft, sort of like parents with spoiled kids "If I ever catch you doing that again" (for the 100th TIME)
If they seriously, seriously want to crack down on these pirates, an example should be made out of a few of them. Word travels fast, and I don't think ANYONE, no matter how much they favor a particular format or genre of music, would want to risk their own personal freedom (especially since most of these illegal operators are probably boradcasting on a volunteer basis).
If the FCC is serious of cracking down on these pirates, then it should be one visit: warning, hefty fine, xmitter confiscated ... ... second visit: jail time.
Will never happen. And don't give me the "oh they don't know where they are" excuse, they know exactly where the operators are broadcasting from.
