Hmmm, not sure how significant it is. BMI, ASCAP, and SESAC have a small discount if the stream duplicates the air signal. I think it's less than 10%. No such discount for SoundExchange. The rep for MusicFirst said recently that if they get their new royalty for broadcast, there will be no discount for streams.
 
There is an HD-2 I could LMA right now in Buffalo. A 50KW HD-2.

Good question, and I don't have the answer.

Not many stations take advantage of it: WBUF uses HD2 to air Family Life Network, WTSS has a simulcast of The Wolf , Kiss simulcasts WGR(yes, I know; WHY?), and WDCX uses it for Christian music. No Cumulus station locally uses HDRadio at all.

I believe the simulcast of The Wolf on WTSS is to feed the 104.7 translator for WLKK. Kiss also simulcasts WBEN on HD3.
