I doubt the "Bush Economy" had anything to do with the changes of formats or staffing. The AM Band in Philly and NYC area has become unlistenable with IBOC. The format is a tough sell on most every AM or FM station nationally.
George Bush may be an oaf, but he didn't sign into law that AM stations must limit their audio quality to that of a telephone to squeeze IBOC onto (and all around) their channel, and play only 300 songs out of 10,000 hits. (OK, I'll concede...5000 hits, 5000 marginal but memorable). Oldies, music in general, on AM is just not gonna draw enough listeners or revenue unless it's Small Market.
