It depends on the contract. I suppose a PD could demand that an air talent work exlusively for them, but unless he compensates the talent appropriately, they won't be able to get their services at all. At this point satellite radio is in it's infancy and is not much of a competing threat to most terrestrial stations that it would require exclusivity contracts.
For the most part, satellite radio is looked on as that extra part time gig on the side that many full time radio people often have. For example, Michelle Visage from WNEW and Charlie Berger from WKTU work at Sirius for their "Beat" dance channel. This affects their respective stations very little. However, I'm sure that if Bill Lee were VT'ing the same shift he does at WKTU over at Sirius 36, KTU would have a problem with that. I'd be willing to bet their contracts spell out under what conditions talent can work at other non-competing outlets.
