CBS to launch sports streaming channel called CBS Sports HQ

CBS in the US are launching another free ad-supported streaming channel called CBS Sports HQ today which will focus on sports news and highlights. The also have a news streaming channel called CBSN. They will also launch an entertainment focused streaming channel in the future. Why dont CBS launch these as subchannels for OTA also? Wouldn't it be another platform for them? The streaming news channel Cheddar is also available as a subchannel in some parts of the US.
Isn't the OTA market growing year-on-year in the US?

Not really...it's being diluted along with the rest of the video options.

CBS isn't in the subchannel business to the degree of NBC. Not sure why. My sense is their Chairman wants to promote digital more than broadcast, and he feels that's what stockholders want to see as well. The reaction today might change that. My surprise is that this channel isn't subscriber-based like All Access.

CBS has used its digital news feed to fill overnights on broadcast. They might do the same with this stream and CBS Sports Channel on cable.

What do you mean by 'The reaction today might change that'?
