It will be interesting to see who picks up this network of stations... Could be EMF being that they have a presence in Southern Ohio and SW Ohio and these stations would fill in more of the grid..
Whatever happened to Cedarville's programming airing on WINF-LP 101.9 Delaware? How was that even possible, LPFM-rules wise?
(Yes, I know CDR eventually left WINF-LP, and it's now back to automated soft AC or whatever that's called.)

CDR was able to be aired on WINF because they did not own it.. Kinda like these LPFM's that air Calvary Chapel stuff but are not owned by Twin falls. LPFM's can air Satellite programming as long as its non commerical. The only thing is they must i think air so much local a week and I believe that WINF broke away weekly for "public affairs" stuff like you hear the big boys do early sunday morning when no one is really listening.
I wasn't sure how much satellite programming LPFMs can run, I guess. CDR actively promoted 101.9 as one of their stations, even if they did not actually own it.

I asked Mark Litton this very question in March of 2008. He was listed on Delaware County Development's FCC application for a CP to build WINF. This is what he told me about WINF-LP airing the all-most full-time Satellite programming of Cedarville University's WCDR.
"I assisted Delaware County Development in their efforts to obtain an LPFM for Delaware originally. That is probably why my name was listed on some of the original FCC documents. Though I am not currently involved with WINFs operation...I am familiar with its programming since I to am a radio Buff and Help set up the station initially. WINF is not rebroadcasting a Radio Station or Acting as a translator. Cedarville provides Network Programming much like NPR (National Public Radio), ONN (OHIO NEWS NETWORK) ETC. It is delivered to the stations that carry their programming services through a satellite receiver. WINF produces its own programming to augment the programming it receives from Cedarville. It is my understanding that Cedarville has other LPFM Stations through out Ohio, Indiana and Kentucky that Broadcasts various programming distributed by Cedarville. I know that WINF broadcasts Local High School Sports on Friday evenings as well as a slate of locally produced programming on Saturdays and Sundays. They also broadcast Local Weather reports, Public service Announcements and other items of Delaware interest through out the week. I am sure they would be interested in any programming thoughts or suggestions you may have. I would encourage you to write to them. I believe their address is PO Box 102 Powell, Ohio 43065. Eli WIlliams,president of Urban Light Ministries in Springfield produces a weekend contemporary soul gospel music show (a good one at that!) for WCDR. I think Eli also has ties to Cedarville U.
Would love to see Eli jump on this opporitunity if he has enough supporters to do so. He sold WULM (the old WBLY-AM) to Radio Maria a few years ago when the AM was struggling. He may have a better time running an FM and its repeater/translator network while keeping it locally owned.

Regarding what WINF-LP is doing now... it's a locally based hybrid of soft AC and Beautiful Music. Sounds like a real throwback. IIRC, didn't 1550 AM WDLR have this same format at one time?

WINF-LP was never owned by Cedarville.. They did have an agreement for a few years to air CDR's Network programming on the 101.9 LPFM... This "ended" about the time Cedarville decided to sell the network of stations they owned... at that time WINF reverted back to it's previous format of Soft AC/Beautiful Music that it had ran prior to the agreement to carry CDR's Programming.

The deal is done and approved by the FCC and format changes should happen soon less any last minute techincial issues (There is some complex to how the network is currently set up with a mix of translator fed, off-air fed and satellite fed signals within the network) There was a CP to upgrade already approved prior to EMF purchase to upgrade WCDR-FM 90.3.. However looks like they have put an application in to move it to a different tower location and change power and height. (from what you posted) They also have a few other CPs I know of. (one to increase the power on WOHC 90.1 which should actually allow it to reach southern franklin county - it already does in a car)
W202CC Translator (88.3 FM) columbus will re-broadcast a Spanish Christian format that LMAs a few of EMF's "extra" signals.. No reason to go against the established WUFM and WCVO already established in the Columbus market so they are doing something different specifically in Columbus.. The rest of the licenses will be KLove or Air1 when everything settles.
