Not unless it's "significantly viewed." Must carry prohibits filling with another affiliate. When two stations are carrying the exact same programming, you must carry the one that's the closest unless the other one is significantly viewed. If you can't carry the one that's closest to you because it hasn't given you permission and no other significantly viewed stations carry it, you don't have the right to carry that programming. The only other option they'd have would be to carry a feed directly from the network.
 
So it really happened? I stopped hearing about WCNC being taken off DirecTV by the deadline, so they must have solved their problem.
