Well if they were evenly distributed, yeah. The #1 station has a 14.6 share and unfortunately the cume is not listed. I bet the top 5 are squeaking by. But yes even 18 is a lot for a market that size. Notice that the biggest group there is either Results Radio or Mapleton. Not sure how either of them is doing in that market (haven't been back in 20 years).
Getting back to the point, this is why so many stations in small market use either out-of-market VT or syndication. Too many stations for too few listeners.
