The Salisbury DMA still lacks an NBC affiliate. If it were to gain one, the loser would be Hearst WBAL since it would likely lose coverage on cable in that market. Comcast owns the cable there and although there is satellite and Fios competition, it likely benefits when people are forced to pay for cable for access to all the major networks, so it might not want to grant an affiliate there anyways. However, it likely gains more by having an affiliate (helping NBC), rather than any potential loss of subs that drop Comcast and go pay free.
Hearst could buy out that new station and make it a new NBC, assuming it signed worked some deal with Comcast/NBC. It could be profitable. Hearst owns stations in markets of similar size like Monterey, CA and it might be a leverage thing it can work out.
