Cumulus Plans to put an all-news outlet on Atlanta in May

According to the article, Atlanta has NO all news stations. I looked up the population. Atlanta has a population of only 420,000, but the MSA has over 5 million. Seems like a no-brainer to me, depending on the signal of the station.
 
Wow Atlanta has the population size of Oakland. I seen the Oakland city Limits sign and it says 420,000 but its part of the San Francisco MSA.
