While WNGR-LP and WWOK-LP, place interfering contours inside of the WLTE 60 dBu protected contour, they do not place any interfering contours into the WLTE 70 dBu community coverage contour. Therefore, there is no displaceable interference pursuant to §73.809. §73.809 does not require displacement for new second-adjacent channel encroachments (as to WPLS-LP). W238AW and W240BO are well outside of the contour. WWOK-LP and WLTE will be sharing a common headache, but since there is no overlap, WLTE does not have a case under this rule.
