ESPN Radio coming back to the FM dial in Terre Haute?

I was just wondering when ESPN radio would be heard on the FM dial in Terre Haute again? I've found this on radio locator, http://radio-locator.com/info/W257CR-FX for a 10 watt translator at 99.3 fm in Marshall IL with a construction permit to move to 99.5 FM with a power upgrade from 10 watts to 250 watts. The CP says the antenna will be at 67 meters(220 feet). I know that would be great for listeners in Marshall, IL, how good will that signal actually better in Terre Haute tho? Sure, it may be listenable in the car, but at home or in the office I'm not to sure. I see the translator signal suffering with the same issues as 104.3, 104.9, and 105.9. Am I wrong? Even if it does reach Terre Haute with a pretty good signal, won't that just be adding to the duopoly that's happened to radio in Terre Haute? Why should companies that aren't even in the Terre Haute Community, Midwest Communications headquartered Wausau, Wisconsin which is 474 miles away from Terre Haute and Emmis Communications which is headquartered in Indianapolis be allowed to own/control almost everything in the Terre Haute market? I can understand owning maybe two or three stations, but certainly not six.
 
One would think at some point Emmis would move the transmitter for the new FM to their tower in West T or downtown. Probably just a "ducks in a row" process with the FCC.

Emmis is a first class company and has invested heavily in Terre Haute, IN in equipment and maintenance on equipment. I know their engineer and he is a first class guy and a great engineer.

Well since the FCC not counting Translators by their rules allow a broadcasting Company to own up to 8 stations in a market 5 on one band max.

Thus that means Midwest & emmis can own up to 8 full power stations

So if you have any complaints go witching to the FCC
