FCC has seized the equipment of Boston pirate "Datz Hits Radio 99.7"

You probably could modify a TV xmtr for FM. But the deviation on TV audio is 15 kHz, vs. FM's 75. This explains why Ch. 6 audio is
lower level at 100% modulation than an FM's.
