I agree but KUOP broadcasts out of Sacramento, not Stockton (which is city of license) which is 54 miles away. Even though KDFC will be owned by USC, Won't KDFC still be broadcasting from San Francisco (also the same as city of license)? And isn't current owners of KDFC (Entercom), based out of state in Pennsylvania?
