This isn't a new concept... something very similar to this was tried in Cape May and Wildwood a few years ago. A guy set-up a bunch of part 15 AMs, spaced just far enough apart to give almost full coverage to the area he wanted to cover. I believe he brokered time to people who wanted to be on the radio... it lasted a couple months before it faded into oblivion.

I don't know if he actively went after advertisers or not, but he was going up against a bunch of city-specific newspapers, several class-A FMs, and cable TV, which would have made it a huge uphill battle. In the Paterson area, this part 15 network will be fighting for ad dollars from other pirates. lol
