Deny choice? Afraid not. TV is an optional item. One to which no one has any alleged God-given right. Every channel could be filled with Waltons reruns if that's what the market supported, and I would have the right to turn it off too.
The ratings systems and V chips are tools; if they're too easy to get around, that is your responsibility as a parent. Turn off the TV if needed. That's a choice, one you have.
