Go out and find Christian B, Sweedish Egil, Joe Cervantes, Chris Cox, Alex Tostado, Tony B, Mohamed Moretta, Holly Adams, et al, and bring back Groove 103.1.
How I wish... :'(
Nah! All those DJ's are old & tired already. Sorry, we need something new & refreshing. I grew up during the 3 incarnations of Groove (Groove Radio International, Groove Radio 103.1, Groove 103.1) and honestly, only the original Groove Radio International was worth it. It was real EDM, the other two were mostly cheese, just like KDL was.
We need something similar to Dance Department which leans a little bit more towards indie EDM, but also includes mixes from the big DJ's. Also, FG DJ Radio (
http://www.radiofg.com) in France is pretty good. They air cheesy stuff during the day, but at night it's bangin.
IMO, if any dance station in LA was to work, they would need to include mixshows with the big DJ's just like FG does. Just check out their program grid to get an idea.

All the big DJ's already have syndicated shows, why not air them in LA? Here's a few shows that LA needs...
Tiesto's Club Life
David Guetta's FMIF
Afrojack's Jacked Radio
Markus Schulz' Global DJ Broadcast
Carl Cox' Global
Laidback Luke (he has one on FG Radio)
Armin Van Buueren's A State of Trance
