Are you saying the stations in DC aren't getting the numbers or aren't sounding as good anymore? I'll agree on not sounding as good as they did, but wwdc does well and ktbz does great in Houston.

Today, radio stations have to walk a fine line in the music they play so as not to alienate their listeners. The tolerance level is a lot lower than it ever was. The format has been niched to the point where a station can't cume enough people to make money.
That's why satellite radio is able to offer niche formats. Listener support, not advertiser support. Where the money comes from makes a difference. Ad-support and niche formats are not a good combination. The music gets lost. There are some advertisers who understand niches, but typically they tie in directly with the artist, not radio. They get more from the artist than they would from radio.
