GPB applies for new 88.1 license in Atlanta; rejected by FCC

In the NCE FM major change filing window, GPB applied for a new Atlanta station on 88.1, colocated at the 88.5 tower. No, they didn't apply to move WJSP-FM, which is in Warm Springs. They proposed to synchronize the two 88.1 signals with Harris Synchrocast technology. Yes, there is a minimum separation for 2nd adjacent channels, but they argued that with 88.5 and 88.1 on the same tower there wouldn't be any interference. There were voluminous engineering exhibits in support of this.

However, in an action dated Nov. 8, the FCC dismissed the application. The application clearly was non-conforming with the regulations and precedent, and the FCC refused to buy the arguments advanced in favor of a waiver.

According to the maps they presented, the city grade signal does not even cover the entire inside of I-285. The 3.8 kw signal (Either Class A or C3). It clearly misses the northern suburbs.

GPB needs to take over one of the student stations (WRAS or WREK), or arrange for some of its original programming to air on WABE. They are not going to get a new station on the air from scratch. They would be better off to do what they did in Rome with 97.7 FM, and purchase an existing station (although no one is selling except for 94.1...and I don't think GPB will get it).

Although I love all four of them, I would rather see GPB buy WCLK or WRFG instead. Album 88 and WREK are the best of the bunch. If the Atlanta Public School would get out of the radio business, then they could get WABE, but I kinda like the idea of having two NPR stations in the market.

I can't name two better radio stations in all of Dixie!

They have this new HD radio stuff coming out, let GPB LMA someone's HD-2 sub channel. Maybe one of the big corporations would donate a sub channel for a tax write off?

Good question. AMs, even in Atlanta, are reasonably priced. GPB used to operate an AM in St. Marys (LMA).

GPB owns WWIO-AM 1190 near St. Mary's Island down near the Florida line.

This would be a great fix for the short term, but I am sure they would rather have an FM for the better fidelity on music and cultural programs. GPB could buy an AM, and sell it (or reformat it into an Atlanta only format) if they ever got the oprotunity to land on an FM.

The best solution for now...arrange for the GPB original productions to air on WABE (If money was an issue, WABE could use the extra $$$ to support their new HD channels). I understand an arrangement was made for several debates that GPB aired (on TV and Radio) to air on WSB-AM several years ago.

I understand WABE and GPB collaberate on news. Why won't WABE air some GPB programs?

It may be due to this: From what I have heard, in 1984, Atlanta Public Schools and GPTV (part of the University System of Georgia at the time) were going to form a collaberation for both TV and radio operations (they were starting Peach State Public Radio, now GPB Radio, at the time), and in preparation WABE became WPBA-FM, WETV/30 became WPBA-TV, and WGTV/8 became WPBS. This was called off and the call signs sans WPBA-TV were changed back. Shortly afterwords GPTC was seperated from the University System and became an independent state government entity. WGTV had been operating a seperate schedule up until this time from the GPTV network. After then WGTV simulcast the network. If anyone has more info about this, and why it never came to fruition, I would love to find out more.
