In the NCE FM major change filing window, GPB applied for a new Atlanta station on 88.1, colocated at the 88.5 tower. No, they didn't apply to move WJSP-FM, which is in Warm Springs. They proposed to synchronize the two 88.1 signals with Harris Synchrocast technology. Yes, there is a minimum separation for 2nd adjacent channels, but they argued that with 88.5 and 88.1 on the same tower there wouldn't be any interference. There were voluminous engineering exhibits in support of this.
However, in an action dated Nov. 8, the FCC dismissed the application. The application clearly was non-conforming with the regulations and precedent, and the FCC refused to buy the arguments advanced in favor of a waiver.
