How are the Rating being calculated for radio stations simulcast on TV ?

Let's say if one of the Bay Area radio stations decided to simulcast on one of the digital channels, how would these numbers (ratings) being calculated?

I know KFAX-AM is simulcasting on channel 28.10 and channel 28.15 is simulcasting Radio Taiwan International (RTI) from Taiwan. Also, KCSM-FM is simulcasting on KCSM-TV's channel 60.2......

What about Radio Taiwan International (RTI), the owner is not in U.S. rather it is in Taiwan.

Arbitron's rule is that it does not currently measure television stations in the radio survey.... except for those analog channel 6 operations where the only real service is audio...

Any separate service (not a 100% simulcast including all commercials) is separately encoded for each transmitter. So an AM & FM simulcast is separately encoded, but the operator can select separate listings or a combined listing in the reports.

It does not matter where the audio comes from, just where it is transmitted. Let´s say that Radio Taiwan is on two separate HD2 channels in the Bay Area and it is a perfect simulcast (not of the origin material necessarily, but the same is on each of the HD2s including local ads or insertions) then RT can have each listed alone or both together.

I'm going to check and verify with the source and will report back.
