HOW CAN 98.7 AMP RADIO CUME BE HIGH BUT THEIR AQH SHARE AND RATINGS BE LOW?

How can 98.7 WDZH FM - 98.7 AMP RADIO have a high cume of 769,600, but have a low AQH share and rank of 2.8 at the same time.

It seems that 98.7 AMP RADIO should be doing very well with 769,000 listerners in a market the size of DETROIT with revenue, even though their AQH - Average Quarter Hour Persons is low.
 
It means they have a lot of listeners, but they're not sticking around for long. It seems people are constantly channel flipping between Amp and 955, which also explains 955's high Cume, but low AQH.
