Is any PC PCI FM/HD Radio card out there with higher PCM resolution?

I would preface my question saying that I do not like HD Radio. I was experimented in past with a few HD Radio commercial stand-alone units and find that FM done properly is orders of magnitude more sonically superior then HD Radio. I routinely record some live and some live-to-tape FM programs that I have interest in and here is what I would like to know:

Is any PC PCI card that would have FM/HD receivers and would output a digital stream? I know there some solutions out there but they do not output higher them 16 bit, I need 20 Bit minimum. If somebody would point out such a devise I’d appreciate.
