is there a english tv netowrk or cable channel in mexico

You mean a Mexican based channel in English? All cable channels originating in Mexico are "American" as Mexico is in the Americas, too.
Cable in Mexico includes many, many services in English, and satellite has even more. The Televisa channel was mostly CBS programming from the US, not a local content channel.
Hopefully, Fred will jump in with better information than mine, though.
I was just in Mexico for the past two weeks for the first time in over two years, and I noticed the "American Network" was absent.
The only English channel I found on cable, at least where I was, was CNN International. However there is no shortage of channels with English programming, subtitled in Spanish. I also noticed one sports channel carrying Canadian Football.
Aside from that I am not aware of any Mexico-based English TV channels, other than a couple local stations licensed in Mexico that also target American audiences.
