Is this even legal what BMP is doing to KHHL?

KHHL, totally off the air for at least the past couple weeks. Proves BMP gives two farts about it.

Once a station has ceased operations for 10 days, a notice must be filed with the the FCC providing notification that the station is not operational. If the station remains silent for 30 days, specific permission, in the form of a request for Special Temporary Authority to remain silent, must be sought from the FCC.

It's unlikely that you will see anything in the way of STA applications. BMP knows that the station has been silent, and as discussed here frequently they don't seem concerned. The latest entry in the KHHL application file was for license renewal, which was granted by the FCC at the end of July. They also hold a construction permit to relocate the transmitter site and make a slight alteration in their directional pattern but it appears doubtful that upgrade will ever happen. BMP doesn't care, and the FCC, by accepting BMP's statements that the station hasn't been silent for extended periods during their previous license term, doesn't seem interested either.
