The VOA needs to update their website and add live streaming video to compete with China, Russia, Japan, France, and the UK.

Quite true, and any return of USAGM services might include radical changes. You can order a restaurant to reopen, but it might do so with a completely different menu.

I also suspect any shortwave resumption will be short-lived, as distribution platforms are re-evaluated and budgets slashed.
 
Perhaps with all its expected restructuring and 'looking to the future' compensation, the current administration would do well to find PD/Consultant Kari Lake a new position more suited for her skills.
Like being named music director of WWV.
That way she can also collect her government paycheck and continue as one of the Chosen exempt from having to show up at a desk in D.C. like everyone else..
